MINUTES
1. Call to Order—Meeting was called to order by Ms.Latimer at 6:3 Iprri
2 Roll call and Excused Absences-Members Present:Ms.Latimer,Mr.Garrison,Mr.Cooper,Mr.

3. Invocation_Invocation was given by Mr. Cooper.
4.. Pledae:of Allegiance—All in attendance recited the Pledge of Allegiance.
5. Election of Vice Chair.
Ms. Greve made:the motion to nominate Ms. Zimmermann as Vice Chairman. ' Motion was
seconded by Mr..Garrison. There were no other motions..For:All;Against:None. Motion carried
6 to 0.
6. . Public Hearings
A. The City of Cibolo Planning and Zoning Commission will conduct a public hearing to hear
public testimony regarding a Conditional Use Permit for:one acre; located at 607 Country
Lane, currently zoned Low :Density Single-Family Residential (SF2); to allow the
placement of a new manufactured home.
Public Hearing was opened by Ms. Latimer at 6:38pm. Mr. J.,Hicks.spoke on this.item
and stated:that this request was for a mother-in-law:suite. He:encourage the members to
approve this request. Ms.Latimer closed the public hearing at 6:42pm.
B. The City of Cibolo Planning and Zoning Commission will conduct a public hearing to hear .
public testimony. concerning a request for a Conditional.Use Permit. (CUP)..to allow ..
Veterinary Services for property located on the northeast corner of Green Valley Road and
Green Valley-Loop.
Public Hearing was:opened by Ms. Latimer at 6:44pm. Ernest and Karen Feigl.spoke on
this item. The Feigl's explained that this would be a stand-alone building. There would
be entrances on both Green Valley and Cibolo Valley Drive. Ms.Latimer closed the public
hearing.at:6:49pm.
C. The City of Cibolo Planning and Zoning Commission will conduct a public hearing to hear
public testimony regarding amending the:Code of Ordinances of the City of Cibolo,Texas
:Appendix A Unified Development Code, Articles 4 and 17 referencing buffer yard
requirements where a non-residential use is adjacent to a residential use.
Ms.Latimer.opened the.public hearing at 7:03pm. The following individuals spoke:.Mr:
J: Hicks stated that:we need to_look out-for the residents when making'changes to the
buffering:requirements. Mr..C. Hicks:also spoke, and was also concerned about the

residents that live in the Old Town area. Ms. Cunningham thanked.staff for following up.

7. Citizens to be heard
This is:the only time during the Meeting that a citizen can address:the Commission. It:is the
opportunity for visitors:and guests to address-the Commission on any issue to include agenda items.
All visitors wishing to speak must fill out the Sign-In Roster prior to thestart of the_meeting.:The
Commission may not debate any non-agenda issue,nor mayany action,be taken on any non-agenda
issue at this time;however;the Commission may present:any factual response to items brought up
by:citizens.(Attorney General Opinion-JC-0169)(Limit of three minutes each.)All remarks shall
be addressed to the Commission asa body. Remarks may-also be addressed to any individual .
member of the Commission so long as the remarks are(i)about matters of local public concern and . .
(ii)not disruptive to the meeting or threatening to the member or any attendee.Any person violating.

Ms.Cunningham spoke.on item 9C & 9D Buffalo Crossing Unit.6 Right-of-Way. 1.0.years agog
PIA stated a road would be built.:There has been a lot of miss representation on this item. Threating
landowner that land would be taken and he would have to pay for part-of the road. Mr. Carmean
the landowner stated if they needed 1.7 acres.for the road, they could buy that.:land or they could
buy all 46 acres.

9. : Diseussion/Action Items
A. Discussion/Action and Recommendation to the Mayor. and City :Council regarding:a.

regarding:a Conditional Use.Permit (CUP) for.one acre, located at 607 Country Lane,
currently zoned Low Density Single-Family Residential(SF2), to allow the placement of
a new manufactured home not to,exceed 1,500 square ffeet. . Motion was seconded by Mr.
Garrison.:.For: All;Against:None. Motion carried:6.to 0.
B. Discussion/Action and Recommendation to the Mayor and City Council concerning a
request for a Conditional Use Permit.(CUP) to.allow Veterinary Services for property
located on the northeast corner of Green Valley Road and Green Valley Loop.
Ms.Zimmermann made the motion to recommend approval to the Mayor and City Council
concerning a request for a Conditional Use Permit(CUP)to allow Veterinary Services for .

the condition that no outdoor overnight kenneling(1Opm to 7am). Motion was seconded .
by Mr. Garrison. For:All;Against:None. Motion.carried 6,to 0.
C. Discussion/Action and Recommendation to the Mayor and City .Council regarding the
Final Plat of Buffalo Crossing I1-Knights Crossing.

storage facility.on 5.2 acres located at West Borgfeld Road and Dobie Boulevard.
The Planning and.Zoning members ask several questions to themplicant.: Applicant had
the opportunity to address the commission and get.all their questions answered. _..
F. Discussion/Action and Recommendation to-the Mayor and City Council regarding

Ms.Latimer made the motion to recommend approval using option#1 and item 3 of option
2 to the Mayor and City Council regarding amending the Code of Ordinances of City

buffer yard requirements where a non-residential. use is adjacent to a residential use.
Motion was seconded by Ms..Zimmermann. For:All;Against:None..Motion carried 6 to

10. UDC; Cl P,Master Plan and Staff Updates—RFP Master Plan due December.. Interviews will
be conducted in January with February date for City Council.
