THE CITY COUNCIL OF CIBOLO CONDUCTED A REGULARLY SCHEDULED MEETING
ON TUESDAY,OCTOBER 27, 1998 AT 7:00 P.M.AT THE MUNICIPAL BUILDING,109 SOUTH
MAIN STREET,CIBOLO,TEXAS.THE FOLLOWING WAS THE ORDER OF BUSINESS:
I. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at 7:00 PM.
II. ROLL CALL.
Present were Mayor Bauder,and Council members Jeff Miller,Bob Glisar,Paul Buell,Chuck Ridge,and
Gail Douglas.
Staff was represented by City Attorney Ron Flake,City Administrator Tom Newman,Chief of Police Mark
Riffe,and Code Compliance Officer Keith Gilbreath.
III. INVOCATION.
Bob Glisar provided the invocation.
IV. PLEDGE OF ALLEGIANCE.
Mayor Bauder led the-pledge.
V. CITIZENS TO BE HEARD. (LIMIT 3 MINUTES EACH)
1. Mark Buell reported briefly on the Cibolofest cancellation and asked for any suggestions on
alternatives during the discussion of Agenda Item IX. He also asked the Mayor and Council to be
present for a Parks&Rec.award presentation at the VFD meeting on November 4, 1998 at 7:00.PM.
He also thanked the news media for the publicity they gave.
2. Mr. Gabe Garcia,representing Waste Management,Inc.,invited City officials to the WMI hospitality
suite at the upcoming TML Conference,mentioning that the WMI bid submittal included recycling.
3. Mr.,Fritz Schlather addressed Council regarding sewer availability for his properties near FM78 and at
FM 1103 and N.Main. He contends connecting to the available force main is too expensive and that
the City should provide or help provide gravity sewer as a pro-active step toward development
4. Mr.Rick Leal,of Cibolo Creek Youth Organization in Schertz would like to use our park ball field if it
would not interfere with construction,and with the understanding they would pay for lights.
5. Commissioner Jim Wolverton Thanked Council for taking over traffic enforcement on Dietz,Borgfeld,
and Town Creek Roads,and commended Chief Riffe. He informed Council that the Red Cross has a
center in Seguin,and FEMA would be setting up in New Baunfels. County trucks will be around to
county residents to pick up trash in the aftermath of the flood. He also mentioned that both Waste
Management Inc. and Beck are providing excellent services,and the problem with junked vehicles on
Kove Lane is being worked.
VI. CONSENSUS ITEMS:
A. APPROVAL OF MINUTES OF OCTOBER 13,1998
Jeff Miller motioned for approval. Chuck Ridge seconded. Approved.
B.APPROVAL OF CHECK REGISTER FOR SEPTEMBER, 1998
Jeff Miller motioned for approval. Chuck Ridge seconded. Approved.
VII. APPROVE/DISAPPROVE APPOINTMENT OF POLICE PATROLMAN TO FILL
VACANCY
Mayor Bauder introduced new City Police Officer Phillip Callahan. Paul Buell motioned to accept the
appointment. Bob Glisar seconded. Approved.
VIII. DISCUSSION/ACTION ON PLANNING&ZONING COMMISSIONER
RESIGNATION
Gail Douglas motioned to accept Mr.Tom Tronsdal's resignation from the Planning and Zoning
Commission due to his leaving the area. Jeff Miller seconded. Approved.
IX. DISCUSSION/ACTION ON NIEMIETZ PARK DEDICATION
Mayor Bauder explained that Council needed to set a date for the dedication so All Construction could have
it prepared before the contract end date. Discussion followed regarding the upcoming holidays and some
possibilities including the Sausage Supper. Mayor Bauder mentioned that the band,Geronimo Trevino,
would provide free music if we want to have an alternative function. It was agreed that Parks and Rec.
would recommend a date to Council. Tabled.
X. DISCUSSION/ACTION TO AWARD BID FOR POLICE VEHICLES
Chief Riffe presented the submitted bids recommending approval of the lowest,at$19,339.75,from Seguin
Motor Company. Chuck Ridge recommended awarding the bid to Seguin Motors,Jeff Miller seconded.
Approved.
XI. DISCUSSION/ACTION ON LEASE OF CIBOLO'S EAA WATER RIGHTS
Tom Newman presented a proposal to lease Cibolo's 1998 interim EAA water,clarifying the terms used,
and a market rate of$75.00/acre ft. Paul Buell motioned to offer the water to Green Valley SUD at$75.
Bob Glisar seconded. Approved.
XII. EXECUTIVE SESSION PURSUANT TO SECTION 551.074,(1),(A)OF THE
TEXAS GOVERNMENT CODE TO DISCUSS PERSONNEL MATTERS
CONCERNING CITY EMPLOYEES.
A. DISCUSSION ON CITY ADMINISTRATOR POSITION
B. RECONVENE IN OPEN SESSION FOR ANY NECESSARY ACTIONS
Council entered the Executive Session at 7:35 PM,and reconvened in open session at 7:50 PM. Mayor
Bauder announced that City Administrator,Tom Newman,has submitted his resignation effective
December 2, 1998. Bob Glisar motioned to accept the resignation on December 2. Gail Douglas seconded.
Approved. Mayor Bauder expressed his appreciation for the work he has done.
XIII. COMMENTS BY STAFF
Tom Newman presented the attached Administrator's Report.
Keith Gilbreath submitted the attached flood damage report,adding that we are getting bids on the repairs.
Power is still off in Shady Meadows due to the debris. Even the City's enforced standards after last year's
flood did not prevent damage to several homes. Flood plains will probably be recalculated due to run-off
changes caused by development. Mayor Bauder suggested marking high-water lines on posts.
XIV. COMMENTS BY COUNCIL MEMBERS
Each Council member individually and collectively commended the entire staff and VFD for their
dedication and effort during and after the flood. Jeff Miller added that the Council should consider raising
wages of the maintenance crew.

Mayor Bauder echoed the Council's comments on the staff s performance.
