MINUTES
1: Call to Order—Meeting was called to order at 6:30pm by Chairman Mr. Villela
2. Roll Call and Excused Absences—Members Present: Mr. Villela, Ms. Meadows, Ms. Womack, Ms.
Kearns, Ms. Cleary, MS. Casey, Mr. Hicks,Ms. Henry and Mr. Delgado (came in late). Ms. Henry
introduced herself to the members.
3. Moment of Silence/Invocation—Chairman Mr. Villela ask for a Moment of Silence.
4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the only time during the meeting that a citizen can address the Cibolo Historic Committee. It is
the opportunity for visitors and guests to address the Committee on any issue to include agenda items.
All visitors wishing to speak must fill out the Sign-In Roster prior to the start of the meeting. The Cibolo
Historic Committee may not debate any non-agenda issue, nor may any action be taken on any non-
agenda issue at this time, however, the Committee may present any factual response to items brought up
by citizens. (Attorney General Opinion — JC-0169) (Limit of three minutes each.) All remarks shall be
addressed to the Committee as a body, and not to any individual member thereof. Public criticism of the
Committee or any action, policy program or service provided by the City is not prohibited. However, any person
making personal, impertinent, or slanderous remarks to individual members of the Committee while
addressing the Cibolo Historic Committee may be requested to leave the meeting.
No citizens signed up to be heard.
6. Consent Agenda
A. Approval of minutes of the September 9, 2019 Historic Committee Meeting.
Motion was made by Ms. Womack to approve the minutes. Motion was seconded by Ms.
Meadows. For: All; Against:None. Motion carried
7. Discussion/Action
A. Report from the City Manager
City Manager Mr. Herrera briefed the committee on the mural that has been placed in the
downtown area. He was asking for some ideals for a design and thought it might be a project for
this committee to look at.
B. Report from the Planning & Engineering Director Mr. Klein on the Old School House.
Mr. Klein the Director of Planning and Engineering explained some of the engineering and
design of the Old School House. Members wanted to make sure there would be a space for
Historical items that will be collected over the years. Mr. Klein did explain the plans did call for
one of the downstairs rooms to be setup as an old school room and that cabinets would be in that
room to house items.
C. Discussion of proposed projects and/or plans for the committee.
8. Future agenda items and dates—Mural on Main Street.
9. Adjournment—Ms. Meadows made the motion to adjourn at 7:10pm. Motion was seconded by Ms.
Kearns. For: All; Against:None. Motion carried.
