MINUTES
THE HISTORICAL COMMITTEE OF THE CITY OF CIBOLO WILL BE HELD BY VIDEO CONFERENCE TO CONSIDER
AND ACT UPON ANY LAWFUL SUBJECT WHICH MAY COME BEFORE SAID MEETING,INCLUDING,AMONG
OTHERS,THE ITEMS LISTED ON THE AGENDA.
INSTRUCTIONS FOR VIDEO-CONFERENCE
THIS HISTORICAL COMMITTEE MEETING WILL BE HELD USING A VIDEO CONFERENCE SYSTEM CALLED
ZOOM AND IS AUTHORIZED BY GOVERNOR GREG ABBOTT'S TEMPORARY SUSPENSION OF CERTAIN ASPECTS
OF THE TEXAS OPEN MEETINGS ACT WHICH ALLOWS FOR A GOVERNING BODY TO HOLD A "VIRTUAL"
MEETING SO AS TO AVOID GATHERING MEMBERS OF THE PUBLIC AND/OR BOARD MEMBERS IN A PHYSICAL
SETTING THAT MIGHT CONSTITUTE A PUBLIC HEALTH RISK. YOU MAY ONLY WITNESS THIS MEETING BY
USING THE METHOD LISTED BELOW.
PUBLIC COMMENTS ARE TO BE SUBMITTED IN WRITING OR TEXT TO CITY SECRETARY for the meeting, public
commentlinput may be provided, in writing, in the form of an e-mail and shall be -e-mailed to the City Secretary at
pcimics@cibolotx.gov or by text by texting 210-658-9714 no later than 30 Minutes prior to the start of the meeting SO THAT
THE CITY SECRETARY MAY READ THE PUBLIC COMMENTS INTO THE RECORD UNDER ITEM#3.In the body of the
email or text please include your name, your address, phone number, agenda item # if applicable or subject of discussion, and
your comments.
The Public may view the meeting by going to the city's website at: www.cibolotx.gov click on Agendas, Minutes &
Videos. Click on the meeting you wish to view.
1. Call to Order—Meeting called to order at 6:30 p.m. by Ms. Womack.
2. Roll Call and Excused Absences—Members Present: Ms. Womack,Ms. Henry, Ms. Kearns, Ms. Casey,
Ms. Cleary and Ms. Meadows. Members Absent: Mr. Hicks. Ms. Casey made motion to excuse Mr.
Hicks. Motion seconded by Ms. Henry. For: All; Against:None. Motion carried 6 to 0.
3. Citizens to be Heard
This is the only time during the Historic Meeting that a citizen can address the Historic Committee. It is the
opportunity for visitors and guests to address the Committee Members on any issue to include agenda items. All
visitors wishing to speak must fill out the Sign-In Roster prior to the start of the meeting. Committee Members
may not debate any non-agenda issue,nor may any action be taken on any non-agenda issue at this time; however,
Committee Members may present any factual response to items brought up by citizens. (Attorney General
Opinion—JC-0169) (Limit of three minutes each.)All remarks shall be addressed to the Historic Committee as a
body, and not to any individual member thereof. Public criticism of the Historic Committee Members or any
action, policy program or service provided by the City is not prohibited. However, any person making personal,
impertinent, or slanderous remarks to individual members of the Historic Committee while addressing the
Committee may be requested to leave the meeting. This meeting is livestreamed. If anyone would like to
make comments on any matter regarding the City of Cibolo or on an agenda item and have this

the date of the meeting.

6. Consent Agenda
A. Approval of minutes of the October 19, 2020 Historic Committee Meeting. - Tabled
7. Discussion/Action
A. Discussion on upcoming events.
Ms. Casey discussed a Founder Day Event. This would involve all the cultures that formed Cibolo.
Different groups would have booths and display their crafts, food, etc. The purpose is to show
place how Cibolo started and where we are today. Passports could be given out and everyone would
receive a stamp for each vendor they went to. The emphasis on the booths is to emphasis the culture
that built Cibolo. Good time for this would be in conjunction with All Soul's Day and to have it on
main street. The people that shops on Main Street could also show off their items. Ms. Womack
stated that she felt with the pandemic did not think we would be able to do anything this year. Ms.
Casey stated she did not feel we would be even ready for this year as it takes a lot of planning. There
was a lot of suggestions and good ideals on the event. There was talk on forming sub-committees
and the use of volunteers. The committee also talked about the Red Ball Caf6 and the status of that
building. The sign on Main Street was discussion. Members remember that UTSA Art Students
would help with painting this mural for the committee. Suggestion was maybe putting the map on
the back part of the wall so people visiting the city could see where building are. Committee also
talked about placed the map on the wall in the Council Chambers and put old pictures around it
showing casing Old Cibolo. Ms. Womack also made the comment that another Historic Committee
partner with another city in Europe. After doing some research Ms. Womack stated that she found
that the city of Nassau in Germany was something we might want to look at. Good meeting lots of
information to follow-up on.
8. Future agenda items and date of next meeting—Founders Day, all other events,budget,pictures, etc.
9. Adjournment—Motion by Ms. Henry to adjourn at 7:11 p.m. Motion seconded by Ms. Casey. For: All;
Against:None. Motion carried 6 to 0.
