PARKS AND RECREATION COMMISSION MEETING
City of Cibolo

MINUTES
1. Call to Order—Meeting was called to order by the Chairman Ms. Herr at 6:30pm.
2. Roll Call—Members Present: Ms. Herr, Ms. Dodd, Mr. Zawicki, Mr. Benigno, Ms. Bruce, and
Mr. White (arrived at 6:35pm); Members Absent: Mr. M. Hicks. Mr. Benigno made the motion
to excuse the absence of Mr. Hicks. Mr. Zawicki second the motion. For: All; Against:None.
Motion carried 6 to 0.
3. Moment of Silence/Invocation—Ms. Herr ask for a Moment of Silence.
4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the only time during the Parks and Recreation Commission Meeting that a citizen can
address the Commission. It is the opportunity for visitors and guests to address the Commission
on any issue to include agenda items. All visitors wishing to speak must fill out the Sign-In Roster
prior to the start of the meeting.Parks and Recreation Commission may not debate any non-agenda
issue,nor may any action be taken on any non-agenda issue at this time;however,the Commission
may present any factual response to items brought up by citizens. (Attorney General Opinion-JC-
0169) (Limit of three minutes each.)All remarks shall be addressed to the Commission as a body.
Remarks may also be addressed to any individual member of the Commission so long as the
remarks are (i) about matters of local public concern and (ii) not disruptive to the meeting or
threatening to the member or any attendee. Any person violating this policy may be requested to
leave the meeting, but no person may be requested to leave or forced to leave the meeting because
of the viewpoint expressed. This meeting is livestreamed. If anyone would like to make
comments on any matter regarding the City of Cibolo or on an agenda item and have this
item read at this meeting, please email pcimics(a,cibolotx.gov and vchapman(-,cibolotx.gov
or call 210-658-9900 before 5:00pm the date of the meeting.
No citizens signed up to be heard.
6. Consent Aizenda
A. Approval of the minutes from September 7, 2022.
B. Approval of the minutes from October 5,2022.
This item was tabled until the January 2023 meeting.
7. Discussion
A. Discussion/Action on Veterans' Day.
The members discussed when everyone should be in place and what they will be doing.
The Chambers Military Affairs Committee has been instrumental in the event. They
went over the program and a few corrections were made. Ms. Herr will get those over to
Mr. Freeman who is working on this project.
B. Discussion/Direction on FY 2023 budget and events/volunteers.
This was discussed by the members and Mr. Zawicki made the motion to place$4,800 in
the budget for events in 2023. Motion was seconded by Ms. Dodd. For: All; Against:
None. Motion carried 6 to 0.
C. Discussion/Direction on FY 23 City events.
Members talked about the brick program, kite fest,possible run etc. This will be
discussed more in the next few months.
D. Discussion/Action to bring recommendation to Council to allow volunteer Pickleball
group to resurface the pavilion at Niemietz Park.
This item will be brought back at the January 2023 meeting.
E. Briefing from City Secretary on upcoming volunteer event.
The City Secretary notified the members of the Parks Commission that the city will be
having a Volunteer Dinner to thank everyone for taking the time to help the city.
Invitations will be sent and everyone member would be able to bring a guest. Ms. Cimics
informed the group so when they get the invitation to let us know as soon as possible if
they plan on attending so we can plan accordingly.
8. Set a Date and Time for Next Meetiniz
There will be no meeting in December and the next meeting is scheduled for January 4,
2023.

10. Adjournment
Mr. Benigno made the motion to adjourn the meeting at 7:15pm. Motion was seconded by Mr.
Zawicki. For: All;Against:None. Motion carried 6 to 0.
