Min Parks 05/04/2022 1 Or C/8 O V r O TEXAS' PARKS AND RECREATION COMMISSION MEETING City of Cibolo 200 S.Main Street May 4,2022 6:30 PM-8:30 PM MINUTES 1. Call to Order-Meeting was called to order by Ms. Herr at 6:30p.m. 2. Roll Call—Ms. Herr, Ms. Dodd, Mr. Hicks, Mr. Zawicki, Mr. Matheny, Mr. Benigno,Ms. Bruce, and Mr. White. 3. Moment of Silence/Invocation—Ms. Herr ask for a Moment of Silence. 4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard This is the only time during the Parks and Recreation Commission Meeting that a citizen can address the Commission.It is the opportunity for visitors and guests to address the Commission on any issue to include agenda items.All visitors wishing to speak must fill out the Sign-In Roster prior to the start of the meeting.Parks and Recreation Commission may not debate any non-agenda issue,nor may any action be taken on any non-agenda issue at this time;however,the Commission may present any factual response to items brought up by citizens. (Attorney General Opinion-JC- 0169) (Limit of three minutes each.)All remarks shall be addressed to the Commission as a body. Remarks may also be addressed to any individual member of the Commission so long as the remarks are (i) about matters of local public concern and (ii) not disruptive to the meeting or threatening to the member or any attendee. Any person violating this policy may be requested to leave the meeting,but no person may be requested to leave or forced to leave the meeting because of the viewpoint expressed. This meeting is livestreamed. If anyone would like to make comments on any matter regarding the City of Cibolo or on an agenda item and have this item read at this meeting, please email pcimics(i�,cibolotx.gov or text 210-566-6111 before 5:00pm the date of the meeting. No citizens signed up to be heard. 6. Consent Agenda A. Approval of the minutes from April 6, 2022. Mr. Zawicki made the motion to approve the consent agenda with a few minor changes to the minutes. Motion was seconded by Mr. Benigno. For: All; Against: None. Motion carried. 7. Discussion A. Discussion/Action and update on upcoming events or projects for FY 2022. The Parks Commission discussed having the following events: Punt/Pass/Mck, Half Day Event, Park Day. Other events will be added at a later date. B. Discussion/Action on FY 2023 events/budget. With Mr. Craighead not available at this time this will be discussed at the next meeting. 'C. Discussion/Report on Pickleball/Picnic event. The commission went over the Pickleball/Picnic event. They did not spend as much as they had budgeted for. The event went well and many things were learned to make the next event even better. Event was well attended. Look at having additional food vendors at the next event. D. Discussion on support of City planned events. Ms. Herr stated that Summer Nights next event is scheduled for May 1P and ask if anyone would be available to help. Event starts at 7pm and it is a Pet Event. If you can make it, they can always use help. Next Summer Nights event is June 10. Market Days is scheduled for the 4' Saturday of each month. Will have a survey at the May 28h Market Days. Volunteers needed for the booth. Memorial Day Event scheduled for May 30'h at loam Veterans Memorial Park on Cibolo Valley Drive. Parking lot at this time is being redone but will be completed before this event. Mr. Matheny is the lead for the Parks Commission on this event. He has confirmed that the Fire Dept. will cook the hot dogs and that the Fire Station will be the backup in case of a rain event. City staff will bring chairs and have them setup early that morning. Mr. Conway from the Cibolo Valley VFW is helping with the program and getting many of the individuals needed for this event(ROTC,band, speakers, etc.). Mr. Matheny stated that Ms. Dennis from Schertz has notified the Schertz Council. Ms. Herr also went to the Schertz Council Meeting and spoke on the event. City Secretary's Office sent a letter to Dixie Flags for 100 small US Flags. Ms. Dodd was able to pick them up. Ms. Dodd also sent an email back to Dixie Flags thanking them for the donation. All members of the Parks Commission that will be participating in this event will need to be at Veterans Park at 8:30am the morning of the event. E. Discussion/Action on possible changes for Parks tour. Parks Tour is set for Saturday morning,June 4. All those that will be participating on this tour will need to beat City Hall(front of the building)by 9am. Tour will start just a few minutes after 9 and will last no longer than two hours. A reminder this is just a time for members to know where the City Parks are located and what is available at each park. Take notes to discuss needs and wants at the July meeting. An agenda will be posted for this event. Mr. Craighead and Ms. Chapman will both attend from the staff. If we do not have a quorum this event will be rescheduled for some time in July. F. Discussion/Action on addition of a second events subcommittee. No action or discussion on this item at this time. 8. Set a Date and Time for Next Meetin¢ -Next meeting is scheduled for June 1 at 6:30 pm. 9. Future Agenda Items—We will have events on each agenda. An after-action item for Memorial Day Event,and we will place the FY 2023 events/budget back on the agenda. 10.Adjournment Mr. Matheny made the motion to adjourn the meeting at 7:55 pm.
