Main Cibolo, Texas 78108 January 17, 2023 6:30 p.m. MINUTES I Call to Order-Meeting was called.to order by Mayor Boyle at 6:31 p.m. 2. Roll Call and Excused Absences - Members Present: Mayor Boyle, Councilman Benson, Councilman Roberts, Councilwoman Cunningham, Councilman Allen, Councilman Hetzel, and Councilman Hicks. Member Absent: Councilman Mahoney.= Councilman Hicks made the motion to excuse the absence of Councilman Mahoney. Motion was seconded by Councilwoman Cunningham. For: All; Against:None. Motion'carried 7 to 0. 3. Invocation-Invocation was given by Councilman Hicks. 4. Pledge of Allegiance -All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard This is the only time during the Council Meeting that a citizen can address the City Council. It is the opportunity for visitors and guests to address the City Council on any issue to include agenda items. All visitors wishing to speak must fill'out the Sign-In Roster prior to the start of the meeting'. City Council may not debate any non-agenda'issue,nor may any action be taken on any non:agenda issue at this time;:however, City Council may present any factual response to items brought:up by citizens. (Attorney General Opinion - JC=0169).(Limit of three minutes each.) All remarks shall be addressed to the Council as a body. Remarks may also be addressed to any individual member of the Council so long as the remarks are (i) about matters of local public concern and,(ii)not disruptive to the meeting or threatening to the member or any attendee. Any person violating this policy may be requested to leave the meeting, but no person-may be requested-to leaveor'forced to leavethe meeting because of the viewpoint expressed. The following individuals spoke at Citizens to be Heard: Mr.-Roberson thanked Mayor Boyle - and congratulated..Councilman Allen. He stated he hopes he can.establish a relationship with Mayor Allen as he had done with Mayor Boyle. Mayor Williams of New Berlin thanked Mayor Boyle as a greatfriend to him but also a friend of the.entire community.Mayor Boyle was always there to help and support businesses and citizens. Mr. Delgado just want to thank Mayor Boyle . . for all he has done for this community. Mayor Gutierrez of Schertz congratulated.Mark Allen. He also tanked Mayor Boyle for the great impact he had on this:community. Mr-Cleveland and Mr. Martinez congratulated Councilman Allen on his appointment to Mayor. They also wanted to thank Mayor Boyle for the great job he has done for his community. The Boyle Family(Becki and kids.) for the hard work he did for the city. He is a great husband and wonderful dad. He supported his family, his business, and the City of Cibolo and did it all in a way his family is so proud of him. The Boyle family wishes the Allen family congratulations and they are always there for them if they ever need it. Mr.MacLauchlan stated he was.sad to see Mayor Boyle leave and he told Mark Allen that he had big shoes to fill.- Mr. Andrews stated that he has known Mayor Boyle.all his life and knows that he will be missed. He congratulated Mark Allen on his win.Ms.Titterington stated that Mayor Boyle heart showed.on his support to businesses not only in Cibolo but in the community. Ms.Titterington wished Mayor Boyle the best and congratulated Mark Allen. Lenny Medina representing the Comanche Nation presented a blanket to outgoing Mayor Boyle and incoming Mayor Allen. 6: . Canvassing the Ballots 7. Resolution A. Approval/Disapproval of a Resolution of the City of Cibolo canvassing the returns and declaring the results of the Run=Off Election held on January 3 to elect the Mayor. Councilwoman Cunningham made the motion to approve the Resolution of the City of Cibolo canvassing the returns and declaring the results of the Run-Off Election held on January 3 to elect the Mayor. Motion was seconded by Councilman Hetzel. For: All; Against: None. Motion carried 6 to 0. 8. Ceremonial A. Oath of Office for.Newly Elected Mayor. The City Secretary gave the Oath of Office to Newly Elected Mayor Mark Allen. Pictures were taken and flowers were given to both Mayor Allen's wife and daughter. B. Farewell to Mayor Stosh Boyle. The Council and Staff both said presented Mayor Stosh Boyle with gifts and thanked him for his service to the City of Cibolo. Mayor Boyle's wife was presented flowers. Pictures were taken by all in attendance. Mayor Allen and the. Council .all thanked Stosh again for his service. Mayor Allen announced that there were snacks and water if:anyone would like to stay around and thank Mayor Boyle. 9. Adjournment Councilwoman Cunningham made the motion to adjourn the:meeting at 7:32 p.m. Motion was seconded by Councilman.Benson. For: All; Against:Norte. Motion carried 6 to 0.
