Min CC 06/08/1999 MINUTES OF CITY COUNCIL MEETING THE CITY COUNCIL OF CIBOLO CONDUCTED A REGULARLY SCHEDULED MEETING ON TUESDAY,June 8,1999 AT 7:00 P.M.AT THE MUNICIPAL BUILDING,109 SOUTH MAIN STREET,CIBOLO,TEXAS. THE FOLLOWING WAS THE ORDER OF BUSINESS: I• CALL TO ORDER. Mayor Sam Bauder called the meeting to order at 7:00 P.M. H. ROLL CALL. Present were Mayor Bauder,and Council members Jeff Miller,Bob Glisar,and Paul Buell. Chuck Ridge,and Jeff Campbell were absent. Staff was represented by City Attorney Ron Flake, City Administrator Ken Roberts,and Chief of Police Mark Riffe. III. INVOCATION. Bob Glisar provided the invocation. IV. PLEDGE OF ALLEGIANCE. Mayor Bauder led the pledge. V. CITIZENS TO BE HEARD Mr.Tony Krasnai spoke on the subject of the high grass on the lot at the corner of Green Valley and Town Creek. Mr.Krasnai stated he has endured the high grass for over nine months and even though the grass has now been cut and bailed,he requests assurance that the problem will not reoccur. Mayor Bauder apologized for the condition of the lot in the past and instructed the City Administrator to keep the grass at a reasonable level on that and any other lot that is not in compliance with City Ordinances on maintaining the grass at a reasonable length. VI. CONSENSUS ITEMS: A. Approval of Minutes of May 25, 1999 Workshop Motion to approve made by Jeff Miller,seconded by Bob Glisar,approved. B. Approval of Minutes of May 25, 1999 Council Meeting Motion to approve made by Jeff Miller,seconded by Bob Glisar,approved VII. WATER USAGE CALCULATION AND IMPACT FEE, CITY PARK Mayor Bauder led a discussion on the$15,661.50 bill the City has for the Impact Fee of bringing the new pavilion at the City Park on line. Based on the water used during the Fireman's Supper of 3,900 gallons the Cibolo Creek Municipal Authority used the following formula to establish the Impact Fee: GPD(Gallons Per Day)is assigned a value of 245 gallons per(LUE)living unit equivalent 3,900 gallons used divided by 245 gal./LUE= 15.9 residential living unit equivalents 15.9 X $985.00(impact fee/residential equivalent)=$15,661.50 After discussion by the Mayor,City Attorney and Council it was decided to table the action until further research could be accomplished. The Mayor stated that if it proves out that this is the amount owed then the City will pay CCMA the full amount. This will be an agenda item for the June 22 Council Meeting. VIII. COMMENTS BY STAFF Ken Roberts briefed the Mayor and Council on progress on the purchase of equipment for the Park And the following items of interest: a. Follow-up action with Sia Engineering b. Letter from FEMA on the contested action with Ford Engineering. c. Thistle Creek Drive Extension d. Right-of-Way Letters for the proposed thurofare. e. Right of Entry Letters on the properties effected by high water. f. Jackie Keith Property and the pending actions of the Court. g. City Staff contributions for the Cibolo Fest Golf Tournament h. Initial meeting of the City and developer/builders of a proposed 900 unit subdivision in our ETJ. IX. COMMENTS BY COUNCIL Due to health reasons,Councilman Jeff Miller resigns his position as Councilman effective= June 9, 1999. This will be an agenda item for the meeting od 22 June, 1999 for formal acceptance of the resignation and to accept nominations for a replacement of his unexpired term. X. COMMENTS BY THE MAYOR Staff is directed to keep an eye on the enforcement of lot maintenance to prevent a repeat of the problem referenced by Mr.Krasnai. XI.
