MINUTES OF OCTOBER 12, 1999
CITY COUNCIL MEETING
1. Call to Order—Mayor Bauder called the meeting to order at 7:00 P.M. in the
Municipal Building, 109 South Main Street, Cibolo, TX
2. Roll Call—All members of Council were present
3. Invocation—Councilman Glisar offered the invocation
4. Pledge of Allegiance—Mayor Bauder led the pledge
5. Citizens to be Heard—There were no citizens who asked to speak
6. Discussion/Action on Minutes of September 28, 1999 Council Meeting—
Councilperson Tokar pointed out the omission of the word "action" following
the word "discussion" on the title to item number eight, "Discussion on City of
Cibolo Municipal Court Technology and Security Fee Ordinances".
Motion to Approve,with correction: Councilman Glisar
Second: Mayor Pro Tem Ridge
For: All Against: None
7. Executive Session Pursuant To Section 551.072 Of the Texas Government Code,
To Discuss the Possible Acquisition of Real Estate.
Mayor Bauder recommended the Executive Session be moved to follow
discussion/action on the two Inter-Local Agreements
8. Action on Executive Session, as required.
Delayed per item 7, above.
9. Discussion/Action on proposed Inter-Local Agreement: Guadalupe County and
the City, for Roads Maintenance and Paving
After discussion as to the value to the City, amount of road to be constructed and
the roads that the City will be responsible for the following was the summary of
action taken.
Motion to Approve the Inter-Local Agreement: Mayor Pro-Tem Ridge
Second: Councilman Buell
For: All Against: None
10.Discussion/Action on proposed Inter-Local Agreement: Bexar County and the
City, for the cleanup of Cibolo Creek
Acting City Attorney Posey stated that in his view the City is justified and it is
legally sufficient to enter into this agreement with Bexar County.
Motion to Approve the Inter-Local Agreement: Councilman Glisar
Second: Councilman Jeff Campbell

11. Executive Session
Mayor Bauder adjourned into Executive Session at 7:22 P.M.
12. Action on Executive Session
Mayor Bauder called the Council to Order in open session at 8:17 P.M.
Motion to purchase the Goforth property for$30,000: Councilman Glisar
Second: Mayor Pro-Tem Ridge
For: Councilperson Tokar Against: Councilman Buell

Motion Passed
13. Comments by Staff:
City Administrator: (1) Chipper to be delivered the week of 23 October
(2) Will be attending class on Public Finance 10/14/99
Chief of Police: All is ready for Cibolofest
14. Comments by Council Members:
Councilman Campbell reported that the Pecanfest was very well done
Councilman Buell asked as to when the City may be inclined to look towards
establishing a fire station on the north side of the City
15. Comments by the Mayor:
Mayor Bauder stated he had memory that in the not too distant past there was
discussion of land in the Industrial Park set aside for construction of another
fire station. The Administrator is to look into this matter and report back to
Council
