Min CC 11/09/1999 MINUTES OF THE CIBOLO CITY COUNCIL MEETING NOVEMBER 09, 1999 1. Call to Order—Mayor Bauder called the meeting to order at 5:50 P.M. in the Municipal Building, City of Cibolo, TX. 2. Roll Call—All Council Members were present except Councilman Glisar who had excused absences. 3. Invocation—Councilman Campbell offered the invocation. 4. Pledge of Allegiance—Mayor Bauder led the Pledge. 5. EXECU—IVE SESSION PURSUANT TO SECTION 551.072 OF THE TEXAS GOVERNMENT CODE, TO INTERVIEW CANDIDATES FOR THE POSITION OF CITY ATTORNEY. 6. Action on Executive Session, as required— Motion to select Mr. Frank Posey as City Attorney: Mayor Pro-Tem Ridge Second: Councilman Buell For: Councilmen Ridge,Buell & Campbell Against: Councilperson Tokar 7. Citizens to be Heard: Mr. Eddie Williams gave a report on his recent attendance to the Canyon Region Water Authority Board of Governor's Meeting. Specific details were provided on the current condition of the TNRCC permitting process and C.RW.A.'s prognosis on their view as to the outcome of pending protests. Mayor and Council thanked Mr. Williams for his attendance, his willingness to serve on the Board and for his report. 8. Discussion/Action on Minutes of the October 26, 1999 Council Meeting— Motion to approve with amendment to Item 8, "Ms. Tokar excused herself from the meeting ": Councilperson Tokar Second: Councilman Campbell For: All Against: None 9. Discussion/Action on Recommendation for Award of bids for Police Cars After review and comparison of bids, Chief Riffe recommended award of the contract for two new Police Cars to Bluebonnet Motors. Motion to Award to Bluebonnet: Councilman Buell Second: Mayor Pro-Tem Ridge For: All Against: None 10. Discussion/Action on Draft Contract for Additional Water from Green Valley Special Utility District Item tabled; Green Valley has not received the draft contract from their legal review. To be discussed at a later Council Meeting 11. Discussion/Action on Resolution Authorizing and Directing the Appropriate City Officials to take Certain Action to Protect the Special Interest of the City of Cibolo in Certain Litigation; Making Findings and Providing Participation. Motion to Adopt Resolution: Councilman Buell Second: Councilman Campbell For: All Against: None 12.Discussion/Action on Budget Amendment to move Dollars from Impact Fees Holding Account to Upsize Water Lines in Deer Creek Subdivision. Motion to Approve Transfer: Councilperson Tokar Second: Mayor Pro-Tem Ridge For: All Against: None 13. Discussion/Action on Resolution of Votes Cast to Elect Directors for the Guadalupe County Appraisal District for the years 2000-2001 Motion to cast all 36 Votes for Jeff Campbell: Mayor Pro-Tem Ridge Second: Councilman Buell For: All Against: None 14. Discussion/Action on Recommendation to Appoint Chairman and one member to the Parks and Recreation Commission. Mayor Bauder appoints Todd Burnett as Chairman and Mr. Eddie Williams to fill the vacancy created by Mr. Burnett becoming Chairman. Motion to Confirm Appointments: Councilman Buell Second: Councilman Campbell For: All Against: None 15. Comments by Staff: City Attorney—Mr. Posey thanked the Council for the opportunity to serve. He stated that in his review of documents that he has found that the City has a contract with CRWA for 250 acre feet of "raw water" but that there is nothing to indicate any type contractual agreement between the City and GBRA. City Administrator—a. reminded the Council of the closure of City Hall on the 1lth of November for Veterans Day. b. stated that he would be attending the TML annual convention in Dallas on 17 through 20 November. c. informed that he was not selected to fill the vacancy small cities on the South Texas Regional Water Planning Group. d. asked for concurrence of the Council to accept the volunteer services of Ms. Meredith Starr as a non-paid intern to develop a strategic plan for the City Chief of Police—Nothing to report. 16.
