Min CC 12/14/1999 MINUTES OF THE CIBOLO CITY COUNCIL MEETING DECEMBER 14, 1999 1. Call to Order—Mayor Bauder called the meeting to order at 7:00 P.M. in the Municipal Building, City of Cibolo, TX. 2. Roll Call—All Council Members were present 3. Invocation—Councilman Glisar gave the invocation 4. Pledge of Allegiance—Mayor Bauder led the Pledge. 5. Citizens to be Heard—There were no citizens to be heard. 6. Discussion/Action on the Minutes of the November 23, 1999 Council Meeting Councilperson Tokar made the motion to approve the minutes. Councilman Campbell seconded the motion For: All Against: None 7. Discussion/Action on Letter of Retirement, Ms. Phyllis Smith, City Treasurer Mayor Bauder made mention of the exceptional service Ms. Smith had given the City over the past thirteen years. Her professionalism and dedication to Cibolo and our citizens will be truly missed. He wished her well in her retirement. Motion to Accept the Letter of Retirement: Councilman Glisar Second: Councilperson Tokar For: All Against: None 8. Discussion/Action on Letter of Resignation,Mr. Gerald Hylin, Parks and Recreation Commission Mayor Bauder thanked Mr. Hylin for his work on Parks and Recreation Motion to Accept Resignation: Councilman Buell Second: Councilman Campbell For: All Against: None 9. Executive Session Pursuant to Section 551.074, (1), (A) of the Texas Government Code, Mayor Bauder adjourned the Council to Executive Session at 7:05 P.M. to discuss a r personnel matters concerning City employees, potential litigation and to review performance and costs of the City engineer. 10. Action on Executive Session, as required Mayor Bauder reconvened the Council in Open Session at 7:50 P.M. a. Personnel Matters: Adjustment in pay for Ms. Griffin from $9.00 per hour to an annual salary of$21,320 per year($10.25/hr. X 2080 hrs/yr. _ $21,320). Ms. Griffin will become the City Treasurer upon Ms. Smith's departure. b. Personnel Matters: Adjustment in pay for Ms. Beal from $7.50 per hour to $8.25 per hour. Ms.Beal becomes the Court Clerk upon Ms. Griffin becoming the City Treasurer. c. Personnel Matters: Authorization is given to recruit for the Customer Service vacancy created by Ms.Beal becoming the Court Clerk. d. Ms. Griffin and Ms.Beal will be reviewed in six months. Performance/Cost of the City Engineer- Due to the cost of the current Engineer,we must change engineering firms. Motion to Hire New Engineer for 3 months: Councilman Buell Second: Councilman Campbell For: All Against: None 11. Comments by Staff City Administrator; a. There are no actions for the P&Z for the month of December. Meeting cancelled. b. There are no agenda items for the December 28th meeting of the City Council. c. Closing on the Goforth property went well d. Bids are out on the%ton truck for Public Works. e. Chipper is now fully operational. Regular service will be scheduled for the citizens on the 2nd and 4th Tuesday of every month with special service provided as citizens needs dictate. f. We are working an action to provide Mr. Alan Bradshaw and some of his neighbors with information on floodplain management. We will have the City Attorney review our response prior to sending the information to Mr. Bradshaw. g. On December 15th there will be a meeting with all stakeholders to coordinate the final actions for the thoroughfare. Follow-up information will be provided at the next Council meeting. h. It appears we will have two new businesses locating to the Business Park in the very near future. Plans are in the final stages, more on this later. Chief of Police; Nothing to report City Attorney; Nothing to Report 12. Comments from Council Members a. Councilman Glisar- Merry Christmas to all & "be careful"! b. Councilman Buell- Questioned as to progress on finding a new location, on the northern side of the railroad tracks, for the Fire Department. Wished everyone a Merry Christmas and a safe Holiday Season. c. No other Council Member had comments 13. Comments by the Mayor a. Ms. Phyllis Smith will surely be missed, exceptional job. b. The scheduled meeting for the 28th of December will be cancelled unless there is an action that must be taken by the Council. Final decision will be made prior to the 24th. c. Merry Christmas to all and have a safe Holiday Season. 14.
