Min CC 04/11/2000 MINUTES OF THE CIBOLO COUNCIL MEETING APRIL 11, 2000 1. Call to Order—Mayor Bauder called the meeting to order at 7:00 P.M. in the Municipal Building of Cibolo, TX. 2. Roll Call—All Council members were present. 3. Invocation— Councilman Glisar gave the invocation. 4. Pledge of Allegiance—Mayor Bauder led the Pledge. 5. Citizens to be Heard—there were no citizens that asked to speak. 6. Discussion/Action on Minutes of the March 28, 2000 meeting Motion to Accept: Councilwoman Tokar Second w/correction: Councilman Glisar Correction to Item 12-the word "course" changed to the word "source". 7. Discussion/Action on Proclamation in support of Teacher Appreciation Week at the Wiederstein Elementary School Mayor Bauder read and signed the Proclamation. No action was required on the part of Council. 8. Introduction of Patrolman Albert Arriaga, Cibolo Police Department Chief Riffe introduced the newest member of the Cibolo Police Department to the Mayor and the Council. Mayor Bauder welcomed him to the City and the Police Department. No action required by Council. 9. Discussion/Action on Amendment "E" to City Ordinance Number 384, establishing the Schedule of Fines for Cibolo Municipal Court. After a brief discussion among Council Members, the City Attorney and the Mayor the following motion was made; Motion to adopt the amendment: Councilman Buell Second: Councilwoman Tokar For: All Against: None 10.Executive Session Pursuant to Section 551.072 of the Texas Government Code, Discussion with City Attorney on recommendation to continue or withdraw from a law suit & discussion of personnel matters; Proposed pay rate adjustment for patrol officers. Mayor Bauder adjourned the meeting to Executive Session at 7:10 P.M. 11.Action on Executive Session,As required. After discussion with the City Attorney; Councilman Glisar made a motion for the City to withdraw from the current law suit against PBG&E on water pipe. Councilman Buell seconded the motion For: All Against: None City Attorney updated Council on status of other legal actions. No Council Action required Motion to adjust all uniformed Patrol Officer's pay by $1,000 per month made by Councilman Buell Second: Mayor Pro-Tem Ridge For: All Against: None 12. Comments by Staff Chief of Police Riffe—briefed on the recent receipt of correspondence and a check from the Texas Comptroller of Public Accounts in the amount of$1,266.31 to be used for the training of officers. Chief Riffe informed Council and the Mayor on the status of the second Police car due in from Bluebonnet Motors. The dealer is still trying to locate the other unit. Delivery date is yet to be determined. City Administrator informed Council of the following; a. Dietz Road project bids opened at$2.2M. The original estimate to complete the job was $700,000. Cibolo has $100,000 set aside for our portion of the MPO project. b. Reliant Energy has notified the City of a 3.8% rate increase effective 1 April, 2000. c. City has been notified by Macina,Bose & Copeland Engineering that they represent a builder that wants to complete Thistle Creek Drive from the `d current dead end to Borgfeld Road. This action is required to build out sections 5 & 6 of the Thistle Creek Subdivision. More to follow. d. The Dodge truck sold for$469.00 e. Texas Department of Parks & Wildlife will complete their final inspection of the Park project at 1:30 P.M. on 12 April. 13. Comments by Council Members Councilman Glisar asked if it would be proper to lower the flags to half staff in memory of the Marines that lost their lives in the recent air crash.
