Min CC 06/13/2000 t r MINUTES OF THE CITY COUNCIL MEETING JUNE 13, 2000 1. Call to Order—Mayor Pro-Tem Tokar called the meeting to order at 7:05 P.M. in the Municipal Building of Cibolo, Texas. 2. Roll Call—All Council Members were present. Mayor Bauder had an excused absence. 3. Pledge of Allegiance—Mayor Pro-Tem Tokar led the pledge. 4. Citizens to be Heard—Mr. Eddie Williams, Chairman of the Cibolo Parks and Recreation Commission gave a report on the progress of attaining hole sponsors and teams for the Cibolofest Golf Tournament. 5. Discussion/Action on the Minutes of the May 23, 2000 Council Meeting Motion to accept the Minutes as presented: Councilman Glisar Second: Councilman Campbell For: All Against: None 6. Discussion/Action on Resolution to apply for a 2001-2002 Texas Community Development Program, Community Development Fund Grant. Based on the outcome of the Public Hearing and understanding of the Council of benefit and purpose of the Grant Application, the following motion was made; Motion to apply and support matching requirement: Councilman Glisar Second: Councilman Buell For: All Against: None 7. Discussion/Action on Resolution to apply for a 2001-2002 Texas Community Development Program Planning Fund Grant. Based on the outcome of the Public Hearing and the understanding of the Council of the benefit and purpose of the Grant Application, the following \ motion was made; Motion to apply and support matching requirement: Councilman Glisar Second: Councilman Campbell \ For: All Against: None 8. Discussion/Action on Resolution to authorize award of an Administrative Services Contract, Planning Services Contract and Engineering Services Contract for the City's 2001-2003 TCDP Projects, contingent upon the award of the Grant(s). After review of proposals submitted, the Administrator recommended that GrantWorks be awarded the Administrative Services Contract(s). Pyle & Klein Consulting Engineers were recommended for the Engineering Services portion of the Contracts for the TCDP Projects. Motion toaccept recommendations for award: Councilman Buell Second: Councilman Glisar For: All Against: None 9. Comments by Staff Administrator briefed on: a. Preliminary proposal by Grande Communication to provide an alternate cable TV service to residents of Cibolo. b. Guadalupe County moving the Dietz Road improvement project from "Priority 1" to "Priority 2"via a letter from the County Judge to the Metropolitan Planning Organization (MPO), due to the bid opening of$2.2M from an original estimate of$800,000. c. Performance Reviews of the Treasurer and Court Clerks will be done during the meeting of 27 June. d. Received his diploma as a Certified Public Manager from SWT University. e. He has been appointed to the Technology Committee of the Texas City Manager's Association. 10. Comments by Council Members Councilman Ridge recommended that the City set aside $50,000 in a Capital Improvement Account for future construction of a new City Hall/Police and Emergency Services Complex on the City property at Main Street and FM 78. 11.
