Call to Order-Meeting was called to order by Mayor Pro-Tem:Hicks at 6:05 pm. 2. Roll Call and Excused Absences — Members Present: Councilman Hicks, Councilman Hetzel, Councilman Allen, Councilman Bone,Councilman Osorio, and.Councilman Benson; Members Absent: Mayor Boyle and:Councilwoman:Cunningham: 3. Invocation—Invocation was given by Councilmatn Allen.. 4: Pledgel of Allegiance—All in attendance recited the.Pled e of Alle iance: g g 5. Public Hearing A. The City of Cibolo City Council will hold a public:hearing to:hear testimony concerning the proposed budget:forTY 2022-2023.- Mayor Pro-Tem Hicks opened the public hearing at 6:08 pin; No wish to speak and Mayor Pro-Tem Hicks closed the public hearing at 6:09 pm. 6. Citizens to be-Heard This is the only time during the Council Meeting that a citizen can address the City Council. It ..is the opportunity:for visitors and guests to address the.City Council on any-issue to include.. agenda 'items. All visitors wishing to speak must fill out the Sign=In Roster prior to the start of the meeting. City Council may not debate any non-agenda issue''nor may any action be taken on any non-agenda issue:at this time; however, City.Council:may present any factual response to items brought up by citizens. (Attorney General Opinion'— JC-0169) (Limit of three minutes each.):All remarks shall.be addressed to the Council as a body. Remarks may also be addressed to any individual member of the Council so long as the remarks are (i) about matters of local public concern and(ii)not disruptive to the meeting or threatening to the member or any attendee. Any person violating this.policy may be requested to leave the:meeting, but no person maybe requested to _leave. or forced to leave the meeting because of the viewpoint expressed. Discussion/Action and Approval.of an Ordinance adopting the City of Cibolo Annual Budget for the fiscal year beginning October 1, 2022 and ending September 30, 2023.- Councilman Benson made the motion to approve the Ordinance adopting the City of Cibolo Annual Budget for the fiscal year beginning October 1,2022 and ending September 30,2023. Motion was seconded by Councilman Allen. A roll call:vote was taken: Councilman:Benson - Yes, Councilman Osorio —Yes, Councilman Bone — Yes; Councilman Allen — Yes, Councilman Hetzel-Yes, and Mayor Pro-Tem Hicks—Yes. Motion carried 6 to 0. B. Discussion/Action and-Approval of an Ordinance levying a tax.rate for the City of Cibolo for the,tax year.2022. Councilman Benson made the motion to approve an.Ordinance levying a.tax rate-of.483 5. for the City of Cibolo for the tax year 2022. Motion was seconded by Councilman Allen. A roll call vote was taken: Councilman Benson—Yes, Councilman Osorio—Yes, Councilman :Bone—.Yes, Councilman Allen—Yes, Councilman Hetzel—Yes, and Mayor Pro-Tem Hicks —Yes. Motion carried 6 to 0. . 8. Resolutions A. Discussion/Action and Approval of a Resolution ratifying the:property tax increase included in the FY 2023.Annual Budget and acknowledging that the 2022 tax rate will raise more revenue from property taxes than the previous year. Councilman Allen,made the motion to approve a Resolution ratifying the property tax -increase included:in the FY2023 Annual Budget and acknowledging that:the 2022 tax rate will raise more revenue from property.taxes than the previous year.
