MINUTES OF CITY COUNCIL MEETING
FEBRUARY 27, 2001
1 Call to Order—Mayor Bauder called the meeting to order at 6:00 P.M. in the Municipal
Building of Cibolo, Texas.
2. Roll Call— All members where present.
3 Invocation—Councilman Glisar gave the invocation.
4. Pledge of Allegiance—Mayor Bauder led the Pledge.
5. Citizens to be Heard:
Charles Rupert- Spoke concerning the infrasture and rapid growth of Cibolo. Stated that
three cities have been fined due to water problems lets not be the fourth.
Emmett Hagedorn— Stated that Cibolo should have a minimum of/z acre lots that 60-foot
lots were too small. That Cibolo should have an ordinance to have wooden private fences.
Should have stronger ordinances pertaining to animals.
Shelia Johnston—Expressed concerns that property surrounding her property on Green
Valley Road would be subdivided into small lot subdivisions. Would like to see city have
larger lots in the Green Valley area.
6 Discussion/Action on Minutes of the February 13, 2001 Council Meeting.

7 Discussion/Action on Accepting Ted Hollister's Resignation from Planning and Zoning
Commission.

8. Discussion/Action on Recommendation of Approval/Disapproval of Zoning Ordinance
Amendment imposing a requirement for masonry or other non-combustible exterior veneer
on new dwellings in zoning districts R-1, R-2, and MF.
Mayor Pro Tem Tokar wanted to ensure that that older home and subdivision would be
grandfathered from ordinance. Councilman Buell thought that 5 acre lots should not have to
follow restrictions, only subdivisions.

9. Discussion/Action on Ordinance, changing the Cibolo Police Department and Police Reserve
Force by repealing ordinances 440 and 246; reestablishing the Police Department, placing the
Director of Public Safety directly under the City Council and Mayor, and reestablishing the
Police Reserve Force in one new ordinance.
City Attorney Frank Posey stated that this ordinance incorporates several old ordinances into
one. It will have the Police Chief reporting to the Mayor and Council.

10 Discussion/Action on bids for repairs and/or reconstruction of Indian Circle and Meek Street.
Rudy Klein briefed council that there were two bids for Meek Street. One from JM
Knowlton for $5867.50 and Construction Main for $5900.00, Rudy Klein recommended to
the Council to award bid to JM Knowlton. City Attorney Frank Posey stated that the
easement still had to be acquired.

contingent on easement being worked out Councilman Buell

Rudy Klein briefed the council that there was only one bid for Indian Circle from EE Hood
in the amount of$95,487.31, and recommended to council to award bid.

11 Executive session pursuant to section 551.074 (1) (a) of the Texas Government Code to
discuss personnel matters.
City council went into executive section at 6:55 P.M.
12. Reconvene in open session for any necessary action.
