MINUTES OF CITY COUNCIL WORKSHOP
FEBRUARY 27, 2001
1. Call to Order—Mayor Bauder called City Council workshop to order at 7:30
P.M.
2 Roll Call— Councilman Ridge was absent, all other members present.
3 Discussion on Planning and Zoning Commission.
City Attorney briefed the council that Planning and Zoning Commission started
at 5 then went to 7 by ordinance then to 11 by approval at a City Council
Meeting. There are currently 9 active members on the Planning and Zoning.
Comments by individual aldermen favored reducing the number of
commissioners. There were comments about how to determine who would be on
the commission if it were downsized and how to accomplish it. Consensus
seemed to be to reduce to five, remove all current members and allow whomever
wanted to reapply.
4. Discussion on Ordinance prohibiting discharge of firearms and regulating
discharge of BB guns within City Limits; and repealing current Ordinance 303
(dealing with discharge of guns in the City).
Director of Public Safety Mark Riffe briefed the Council that he was looking for
guidance on what should go into the Ordinance. Comments ranged from a total
ban on discharge of firearms and air guns to a ban on riffles to a restriction based
on size of acreage and proximity to dwellings and roadways. The consensus
seemed to be to ban riffle and pistol discharges and limit shotguns to adequate
acreage and then no closer than 100 yards to a dwelling or roadway. BB and
pellet guns would need to be discharged under a adult supervision.
5 Discussion on Current Personnel Policy.
Item was tabled.
6. Discussion on Future Water Resources.
Rudy Klein briefed the council on the current water situation. He stated that our
water contract with Green Valley would expire in 2005 Green Valley's water
will likely be cut by 20 to 30%by the Edwards Aquifer Authority in 2005. Now
is the time to start looking to other sources for water, to include CCMA Recycled
Water, CRWA Carizzo Sands, Schertz& Sequin, SA LCRA, Rain Water
Harvesting, Developer Supplied, and ConservationBMP's. Others attending the
workshop stated developers are poised to seek as many as 2600 plus new
residential lots within the city in the near future. They expressed concerns about
the availability of water. The City Engineer also cautioned that city water
infrasture is in need of upgrade to handle any future growth.
