MINUTES
1. Call to Order-Mayor Ruppert called the public hearing to order at 6:58 P.M.
2. Roll Call-Councilwoman Duggar was absent,all other Councilmembers were present.

A. Discussion/Action on petition for Annexation and a Zoning of Commercial and R-3 Residential of a
76.728 Acre tract of land,being out of the Jacob De Cordova survey number 514,Abstract Number
117, in Guadalupe County, Texas, being know as a 78.79 acre tract of land, as conveyed by deed
from William B. Wilson manufacturing company to IRC Joint Venture 35 North, dated December
23, 1982, and recorded in Volume 654,pages 715-718 of the deed records of Guadalupe
County, Texas,also save except a 2.057 acre tract of land,known as parcel 4,as conveyed unto the
Texas Department of Transportation in Volume 1132,page 658 of the deed records of Guadalupe
County, Texas.
Mayor Ruppert read the property description. Chuck Balcar briefed that this property was located
by I35 and Weiderstein Road,known as the IRC track. The front part of the land would be possibly
zoned commercial while the southeast portion residential. Steve Raabe briefed that he would like
R-3 zoning,the home would be garden type with a setback of 10 to 20 feet. Lot size would be 50
feet by 100 feet. There were no other comments or discussion.
B. Discussion/Action on petition for Annexation and Zoning of R-3 Residential of a certain tract or
parcel of land containing 163.16 acres in Guadalupe County, Texas, out of the Trinidad Garcia
Survey No. 94,Abstract 137,being a portion of that certain tract called 165.012 acre tract described
in conveyance from Samarland Properties, Inc.to Wolverine Enterprises, LTD. Recorded in
Volume 863, Page 115, Official Records of Guadalupe County,Texas.
Mayor Ruppert read the property description. Chuck Balcar briefed that this property was located
on FM 1103 across from the New High School site. Randy Dymm stated that they were requesting
R-3 zoning on this property. Also stated that they planned on working with the School, citizens and
city on utilities and streets. A concerned citizen stated that he was concerned about the creek and
the property that goes through his property with the drainage. Showed pictures of before and after
the flooding that has taken place since the FM 1103 project. Stated he would like to see 3/4 to 1
acre tract to help with the future problem of flooding. Randy Dymm stated that they were currently
looking into the drainage situation. Another concerned citizen wanted to ensure that the houses
would not be modular or town homes. Randy dymm stated that they would not.

Councilman Glisar made the motion to adjourn at 7:18 P.M. Seconded by Councilwoman Epperson. For:
