Min CC 05/06/2003 - Special SPEICAL CITY COUNCIL MEETING CIBOLO MUNICIPAL BUILDING 109 S.MAIN May 6,2003 6:00 P.M. MINUTES 1. Call to Order Mayor Charles Ruppert called the meeting to order at 6:00 p.m. 2. Roll Call All council members were present 3. Certification/Canvassing of the May 3rd Election. The Mayor read the results of the May 3rd Election. Johnny Sutton 76 Cathy Duggar 47 Susan Gray 59 Carolyn Epperson 58 Mayor: Charles Ruppert 91 (uncontested) There were 128 votes cast out of 2,615 registered voters(4.89%) Motion to certify Cathy Duggar, Seconded by Jeff Campbell.Approved by all. 4. Consideration of Approval/Disapproval of approving a bond resolution to be adopted by the board of trustees of the Canyon Regional Water Authority Authorizing the issuance of Obligations designated as "Canyon Regional Water Authority Tax-Exempt Contract Revenue Bonds(Lake Dunlap Project)series 2003"; acknowledging that these obligations will be sold to the Texas Water Development Board; ratifying,reconfirming, and readopting the provisions of regional tax-exempt water supply contract previously approved and executed between the City of Cibolo,Texas and the Canyon Regional Water Authority; authorizing the Mayor and City Administrator of the City of Cibolo,Texas to execute on behalf for the City of Cibolo,Texas. All documents in connection with this transaction; and other matters in connection therewith. Councilman Pat O'Brien asked about the status of the lawsuit with GBRA CRWA General Manager David Davenport said that GBRA was going to respond in writing to all three issues in the law suit. Both parties agreed to a 30-day stoppage in legal action while the two entities meet. Councilman Eddie Williams stated that"this is the best deal we can get at this time.I recommend we approve this resolution and then Mr.Campbell called the question. Mr.Williams moved for approval of the Tax Exempt Bond Series,Mr. Campbell seconded.Approved by all. 5. Adjournment Motion to adjourn, Carolyn Epperson, seconded by Mr. Campbell,approved by all.
