MINUTES
1. Call to Order-Mayor Ruppert called the meeting to order at 5:00 P.M.
2. Roll Call-All members of council were present.
3. Invocation-Councilman O'Brien gave the invocation.
4. Pledge of Alle i�ance-Mayor Ruppert led the Pledge of Allegiance.
5. Discussion/Action(General).
A. Approval/Disapproval concerning the review of bids and the award of a contract for restroom,
parking lot,and walking path improvements to begin construction in Deer Creek Park.
Rudy Klein gave council a break down of all the bids. This cost includes the hiking trail for the
park and the restroom. Recommend waiting till the next meeting to see the other bids for the
restroom come in. Chuck Balcar stated that there was $125,000.00 for the total project.
Councilman O'Brien made the motion to table this item till the January 13,2003 meeting.
Seconded by Councilman Campbell. For:All,Against:None.
B.Approval/Disapproval concerning the review of bids and the award of a contract for the
construction of a new municipal building for the City of Cibolo.
Rudy Klein stated that the bids were opened at 3:00 P.M.today. There were six different
contractors. The low bid came in at$1,380,424.00,which includes the park beside the new city
hall. The Struthoff Company,Inc submitted the bid. Councilman Sutton stated that he knows of
the company and that they have done a lot of work and have worked on items of a larger scale.
Councilman Sutton made the motion to qualify the proposals on satisfactory review enter into
negotiation with Struthoff Company and come back to meeting on January 13, 2003. Seconded
by Councilman Campbell. For: all,Against:None.
C.Approval/Disapproval concerning the review of bid and the award of a contract for Dietz Road
Sidewalk Construction Project.
Rudy Klein stated that the bid opening was completed at 10:30A.M. The low bidder was
Jimerson Underground with a bid of$46,975.00. There was discussion concerning the sidewalk
project,and what the other entities are going to contribute now that the project has a cost.
Councilman Sutton made the motion to accept the bid for Jimerson Underground,at a bid of
$46,975.00,contingent upon the previsions action concerning the county and to enter negotiation
with the City of Schertz on consideration of the Dietz sidewalk project. Seconded by Councilman
Williams. For: Councilmembers Sutton,Williams, Gray and Campbell. Against: Councilman
O'Brien.
D. Consideration and action on a proposal from Cibolo Urban,L.P. (the"Developer")for the City of
Cibolo(the"City")to grant Developer site control for up to six acres of land out of the 20+/-acre City
Hall tract for the purposes of(A)developing a high quality 76-unit residential apartment community to
be rented at affordable prices to families and individuals and(B)providing the City with a professional
urban development plan(the"City.Hall Tract Master Plan")for the balance of the City Hall Tract
approximately 10 acres)that would include parkland(on flood plain land),commercial acreage fronting
Highway 78(possibly deed restricted to direct appropriate development)and potential public space.
(Site Control means either a Purchase and Sale Contract(public bid process)or a minimum f{fly year
Ground Lease(public bid process not required)between the City and Developer. Developer desires have
Site Control to make its tax credit application(equity)through the Texas Department of Housing and
Community Affairs("TDHCA)).
Stewart Shaw developer out the Austin,gave a presentation on developing the land next to the
new city hall site on Loop 539, an multi-family complex with some commercial business. The
plans would compliment the new facility. Stated that this would help to build a downtown center.
Stated that there is a January 9th deadline to get the financing grant to help with this project.
Would like to get the city to land lease the land to his company for this project. Chuck Balcar
stated this would be a price of$989.00 a month for 20 years. There would be a 15%escalator
every 5 years added to this. There was discussion concerning the type and cost of the apartments.
There was also discussion concerning other options concerning the land. Councilman O'Brien
made the motion to table till a January 5,2004 special meeting. Seconded by Councilman
Campbell. For:All,Against; None.
E. Approval/Disapproval of an inter-local agreement between the City of Cibolo and Guadalupe
County defining improvements to be performed by Guadalupe County in consideration of the
annexation of portions of Dietz Road by the City of Cibolo.
Councilman Sutton made the motion to table till the January 13,2003 meeting. Seconded by
Councilman Campbell. For: All,Against:None.
