MINUTES
1. Call to Order=Meeting was called to order by Ms.Latimer at 6:30 p.m.
.2. Roll call and Excused Absences—Members Present: Ms.Latimer,Ms. Gould,Ms. Gray,Ms. Greve, and
Mr. Garrison(arrived at 6:35 p.m.)
3.: Invocation—Ms. Latimer gave the Invocation.
4. Pledke of Allekiance—All in attendance recited the Pledge of Allegiance.
5. . Oath of Office—All members present have already been given the Oath of Office.
6. Public Hearings
A. The City of Cibolo Planning and.Zoning Commission will conduct a public hearing t6 hear public
testimony regarding a Conditional Use Permit(CUP)request for Convenience Storage within the
Community Retail/Service(C-2)Zoning District, located'at FM 1103 and Knights Crossing,
Parcel ID 66475.
Ms. Gonzalez briefed this item to the Planning and Zoning Commission. Ms.Latimer opened the
public.hearing at 6:37 p.m. No one wish to speak and Ms..Latimer closed the public hearing at
6:38 p.m.
B. The City of Cibolo Planning and Zoning Commission will conduct a public hearing to hear public
testimony regarding a variance request,per UDC 17.10)(3)(b),to reduce the 15' perimeter
landscaping between the abutting rights-of-way and the off-street parking or vehicular area for
certain real property located at the southwest corner of FM 1103 and Old Viederstem Rd.
Ms. Sheppard briefed this item to the Commission. Ms.Latimer opened the public hearing at 6:40
p.m. No one in the audience wish to speak on this item and Ms.Latimer closed the public hearing
at 6:41 p.m.
7. Citizens to be Heard
This is the only time during the Meeting that a citizen can:address the Commission.It is the opportunity for
visitors and guests to address the Commission on any issue to include agenda items.All visitors wishing to
speak must fill out the Sign-In Roster prior to the start of the meeting.The Commission may,not debate any
non-agenda issue, nor may.any action be taken on any non-agenda issue at this time;: however, the
Commission may present any factual response to items brought up by citizens.(Attorney'General-Opinion-
JC-0169) (Limit of three minutes each.) All remarks shall be addressed to the Commission as a body.
Remarks may also be addressed to:any individual member of the Commission so long as the remarks are(i)
about matters of local-public concern and(ii)not disruptive to the meeting or threatening to the member or
any attendee.Any person violating this policy may be requested to leave the meeting,but no person may.be
requested to leave or forced to leave the meeting because of the viewpoint expressed. This meeting is
livestreamed. If anyone would like to make comments on any matter regarding the City of Cibolo or:

8. Consent.Agenda
A. Approval of the.minutes from February 9,2022.
Ms. Gould made the motion to approve the,consent agenda. Motion was seconded by Ms. Gray.-

9. Discussion/Action Items
A. Dis.cussion/Action and Recommendation to the Mayor and City Council regarding a Conditional
Use Permit(CUP)request:for Convenience Storage within the Community Retail/Service(C-2)
Zoning District, located at FM 1103 and Knights Crossing,Parcel ID 66475.
Ms. Gould made the motion to recommend to City Council approval with the following
conditions: 1).35A maximum height 2)downward facing lights to.be required on the residential
side at a minimum 3)work with council on the business hours of 6am-10pm(Noise.Ordinance
hours are 7am-IOpm). Motion was seconded by Mr. Garrison.For: All;Against:None. Motion
carried 5 to 0.
B. Discussion/Action and Recommendation to the Mayor.and City Council regarding a Variance

C. Discussion/Action and Recommendation to the Mayor and City-Council on the Final Plat of
Legendary Trails Subdivision Unit 2, located within the City's Extra-Territorial Jurisdiction.
Ms.Latimer made the motion to recommend to the City Council denial of the Final Plat of
Legendary Trails Subdivision Unit 2, located within the Citys.Extra-Territorial Jurisdiction based
on the UDC codes 19.8,20.3.3G and for Public Health and Safety and for an orderly development
of the City and the ETJ. Motion was seconded-by Ms.Gould. For: .All;Against: None. Motion
carried 5 to 0.
D. Disciission/Action and Recommendation to the Mayor and City Council on the Preliminary Plat of
Legendary Trails Subdivision Unit 4, located within the City's Extra-Territorial Jurisdiction.
Ms. Gould made the motion to recommend to the City Council:denial of the Preliminary Plat of
Legendary Trails Subdivision Unit 4, located within the City's Extra-Territorial Jurisdiction based

on the UDC codes 19.LE, 19.1 F,20.3.3F, and 20.3.3G. Motion was seconded by Ms. Gould.
For: All;Against: None. Motion carried 5 to 0.
E. Discussion and Direction to Staff on the proposed UDC amendment to include additional approval
criteria for certain development plans.
The Planning&Zoning Commission went over the proposed UDC amendment and made the
- following recommendations: UDC 20.1.313"welcome" should be"welfare". Add time frames for
phases. Therewas concern:about the word"necessary",they wanted something more
encompassing: Keep wording"approving authority"not"City".
F: Discussion and Direction to Staff on the proposed UDC amendment to include additional
administrative exceptions.
After reviewing the proposed UDC amendment to include additional administrative exceptions the
following information was given to staff. add to the UDC when a Land Study is required and
when it is not,define Land Study&Master Plan.- In regard to Impervious Coverage--what
scenarios will apply for the Director to have the discretion to increase the Impervious Coverage by
10%?Commissioners agreed to take it to council only at this point. Mr.Klein will give the
Commissioners a list of what goes to the Board of Adjustment.
G. Discussion and Direction to Staff on the proposed UDC amendment to include subdivision
regulations relating to temporary domestic wastewater systems.
The Commissioners ask staff to strike the last sentence.on page 3;paragraph A. In paragraph B
change City Engineer to City Manager or designee.
10. UDC,CIP,Master Plan and Staff Updates
On April 26h the City Council will receive a CIP presentation. City Manager has hired a new .
employee as the CIP Manager. At the direction of council anRFQ for the MasterPlan will be sent
out. Ms. Gonzalez will email staff updates.
1 L Items for future agendas—Training is scheduled for the month of May which was postponed earlier do to
a lack of a quorum.
