Call-to Order=Meeting was called to order by Mayor Boyle at 6:30 p.m. 2. Roll Call and Excused Absences — Members.'Present: Mayor Boyle, Councilman .Benson; Councilman Quinn, Councilman Bone, Councilwoman Cunningham, Councilman: Allen, Councilman Hetzel, and Councilman,Hicks. 3. : : Invocation—Invocation was given by Councilman Allen. . 4. Pledge of Alle ig ante—All in attendance recited the.Pledge of;Allegiance. 5. Citizens to be Heard This is the only time during the Council_Meeting that a citizen can address the City Council. It is the opportunity-for visitors and guests to :address the:City Council on any issue to include-agenda items. All: visitors:wishing to:speak must fill out the Sign-In Roster prior to:the start of the meeting. City Council may not debate any-non-agenda issue, nor may any action be taken on any non-agenda issue at this time; however, City Councilinay present any factual response to items brought up.by citizens. (Attorney General -.Opinion=JC-0169) (Limit of three minutes each.) All remarks shall be addressed to the Council as a body. Remarks may:also be addressed to any individual member of the Council so long as the remarks are (i) about matters:of local public concern and (ii) not disruptive to the meeting or threatening to the member or any attendee. Any person violating this'policy may be requested to.leave the meeting,but no person may be requested to leave-or forced to leave the meeting because of.the viewpoint expressed. He stated that he is being charged:a chipper fee and recycling fee which he does not use.. He wanted to know why this has been added to the bill without the approval of the. citizens. Mr. Welty is on a fix income and every additional amount added to a bill hurts.those that have limited income. Ms..Dobbins. . spoke to the ATT&T towers.that are going up in the neighborhood especially:the one put up on the school property (Barbara Jordan).. ,The stated that it is harmful if you are closer than 2 feet from the pole. -The children at this school have to walk right.by it when.walking on the sidewalk. She feels that this is a safety issue and needs to be.addressed. Mr. Weber was.concerned about the no parking on Cibolo Valley Drive. and Longhorn Way. 'Parents park thereto let their children out for school in the morning and again to pick -them UP when school is :let out. - Mr. Weber wanted to see-:if maybe a time -could be allowed to accommodate parents:dropping off and picking up children:from school:Mr: Twenter talked about the No Truck Signs on County Lane.: 'There are numerous trucks traveling this :road both gravel haulers and delivery,:trucks. The sign isnot visible or it is placed where the-driver has:already committed to that road and unable to turn around when he does seethe sign. He is just asking for the city to look at this situation and see if something else can be done. 6. Recognition A. Recognizing the seniors from-SCUCISD that have joined the military upon graduation.- The City Council recognized eight seniors from SCUCISD for joining the military upon graduation. semor.received a proclamati each on and a special Cibolo Military Coin. B. Recognizing Kenneth"Tufty"Thomes and Russell Harville for 10=year service to the City of Cibolo. The City Manager Mr. Reed presented-Mr: Thomes and Mr. Harville their 10-Year Service Award for their outstanding service to the City of Cibolo. 7. Proclamations A. Proclamation for National Public Works Week. (Mr. Fousse) Proclamation was presented to the Public Works employees for National Public Works Week. 8. Consent Agenda—Consent Items(General Items) (All items listed- below..are considered to be 'routine and non-controversial by the council and will be approved by one motion. There Will be no separate discussion,bf these items unless a Council member so `requests, in which case the item will be removed from the consent agenda and will be:considered as part of the order of business.) A. Approval of the minutes of the regular City Council Meeting held:on April 26, 2022. B. Approval of the minutes of the Workshop held on April 26; 2022. Councilman Allen made the motion to approve the consent agenda. Motion was-seconded by Councilman Quinn. For: All; Against:None. Motion carried 7 to 0.. 9. Staff Update A. Administration a. Town Hall-May 16th b. SCUCISD Internships c. Memorial Day Event a. Recruitment-for HR Director, Planning Director, Finance Director, and ED Director e. Cibolo Valley Drive:Bids f. Building and Fire Service Outsourcing g. Professional Services for Residential Building Moratorium Study Mr. Reed briefed council on the layout and tables that would be setup for the Town Hall on May,16th. Mr. Reed also stated that there would-be three interns this summer-working in Cibolo:.::Memorial Day 2 0th at is scheduled for May 3l Oam Veterans Memorial Park located on Cibolo Valley Drive next to Fire Station 42. Mr. Reed informed the council that an EDC Director has excepted an offer and:should be made public in June,HR Director has been offered and should here back this week. Planning and Finance Director:positions,have been:posted. .Cibolo Valley Drive bids are scheduled to be open on May 24th at 2pm. Building and Fire Service. Outsourcing three firms sent in packet. Staff will be visiting customers of two of the firms next week. Residential Moratorium Study will.be on the May 24th agenda. B. Police Department 10. Discussion/Action A. Discussion/Action on the removal, appointments, and re-appointments to Planning and Zoning Commission, Board of Adjustments, Capital Improvement Program (CIP) Committee; Charter Review Committee; Master Plan Committee, Youth Council, Cibolo Economic Development Corporation Board,Animal Advisory Board, and all other Committees,,Commissions and Boards. Councilwoman Cunningham made the motion to appoint Ms. Latimer to the Animal Advisor Board. Motion was seconded by Councilman Hicks. For: All; Against:Noe. Motion carried 7 to 0. Discussion/Action on the Final Acceptance of Public Infrastructure for Cibolo Crossing Commercial Phase 1 and Ripps-Kreuslef Cibolo Crossing:Phase II.. : . Councilman Hicks made the motion to approve the Final Acceptance of Public Infrastructure for Cibolo Crossing Commercial Phase 1 and Ripps-Kreusler Cibolo Crossing Phase.II with the following Public Improvements: Cibolo Crossing Commercial Phase 1: Water 3,830 Linear-Feet total $470,655.75; Sewer 2,220 Linear Feet total $170,092.50 - Ripps-Kreusler Cibolo Crossing Phase II: Water 1,860 Linear.Feet total$140,623.62; Sewer 110 Linear Feet$20;366.54; Drainage: 2,470 Linear Feet$1,297,931.24; Public-Street 2,003 Linear Feet $673,180.15. Discussion/Action to approve Change Order No 4:and 5 from D&D Contractors for the Bolton Road and Santa Clara Road&Drainage Improvement Project. This item was.pulled from the agenda: D. Discussion and direction to staff,regarding.a proposed ordinance for Adequate Public Facilities for Wastewater Infrastructure within the City of Cibolo and the ETJ. This item was briefed by Mr. Klein. A draft will be presented to the Planning & Zoning Commission this week before coming back to council for approval. E. Presentation/Discussion.regarding the City of Cibolo's 5-Year CIP Projects. -Mr.Natalino presented council with an update on current-projects,.debt capacity, FY23 funding review and on CIP best practices: Projects that have reach substantial completion since FY22 budget approval 3 included Fire Station No: 3, FM78 Sanitary.Sewer Lift Station, Miracle League Field,Arizpe Road, and.Charleston Parke Drainage. Current Projects briefed were: Public Works Facility Expansion, Old School House/New City Annex Rehab, Fiber to City Facilities, Town Creek Trails Phase 1.& 2, AT&T Fiber Sunflower/Indian Blanket/Town Creek Rd,Town Creek Flood Mitigation Phase I-B, Tolle.Road Storm Drainage Culverts Phase 1, Charleston Parke Drainage, Bolton.Road Improvements Phase 1, Cibolo Valley Drive, 9-Streets and Roads Renovation, 15"WW Gravity Main, and Falcon Crest Estates Sewer: Mr. Natalino also went over developer funded-projects and council hada unity to ask questions on any of the information that was provided. Council did ask about the HVAC system. - for City Hall and Animal Shelter. F: Discussion from.Councilmembers that have_attended seminars, events, or meetings for the City of Cibolo. Councilman Hicks stated that he had attended a MPO meeting. Councilman Benson attended the event at the Multi-Event Center thanking all the city employees for Public Service Week. G. Discussion on items Council would like to see ori fixture agendas. (Council) . Councilman Quinn would like the Tolle Road re-zoning on the May.-24th agenda. Councilman Allen would like to see on an agenda what the city can do on Homestead exemptions to help the citizens of Cibolo. Mr. Reed,stated that he would have this at the:June Workshop with option:the council could take on this subject. Councilwoman Cunningham would like'an update on FM 1103 project. :The condition of the road is-terrible and would like TxDOT to fixthe potholes until the project gets started. H. Discussion/Action on the review and confirmation of all upcoming special meetings and workshops and:scheduling the time,.date and place of additional special meetings or,workshops. Council went over the calendar for May and June 2022. 11. Ordinance A. Approval/Disapproval of.an Ordinance of the City of Cibolo designating a 0.6145-acre and 0.2482-acre tract of land located within the boundaries of the City of Cibolo as a Public Street and Right of Way and designating the street name. Councilman Quinn made the motion to approve the Ordinance of the City of. Cibolo :designating a 0.6145-acre:and 0.2482-acre .tract of land located within the boundaries of the City-of Cibolo as a Public Street and Right of Way and designating the street.name with the condition that the street name would be named at a later date. Approval/Disapproval of a resolution of the City of Cibolo relating to vacation leave for police and fire. Councilman Allen made'the motion to approve a resolution of the City of Cibolo relating'to vacation leave-for police and-fire. Motion was-seconded by Councilwoman.Cunningham. For::All; Against: None. Motion carried 7 to 0: B. Approval/Disapproval of a resolution to amend the Personnel Policy_to include the regulation of the Sick Leave Pool. 4 Councilman Quinn made the.motion to approve the resolution to amend the Personnel Policy to.include. . the regulation of the Sick.Leave Pool.
