Call to Order—Meeting was called to order at 6:3 1pm by the Chairman Ms. Herr. 2. Roll Call—Members Present: Ms. Herr,Ms. Dodd, Mr. hicks, Mr. Zawicki and Mr. Matheny; Members Absent: Mr. Benigno. 3. Moment of Silence/Invocation—The Chairman ask for a Moment of Silence. 4. Pledgee of Alle i�—All in attendance recited the Pledge of Allegiance. 5. Oath of Office—No Oath required at this time. 6. Citizens to be Heard This is the only time during the meeting that a citizen can address the Parks and Recreation Commission. It is the opportunity for visitors and guests to address the Parks and Recreation Commission on any issue to include agenda items. All visitors wishing to speak must fill out the Sign-In Roster prior to the start of the meeting. The Parks and Recreation Commission may not debate any non-agenda issue, nor may any action be taken on any non-agenda issue at this time however the Parks and Recreation Commission may present any factual response to items brought up by citizens. (Attorney General Opinion — JC-0169) (Limit of three minutes each DUE TO SOCIAL DISTANCING, WE CANNOT HAVE MORE THAN 30 PEOPLE IN THE COUNCIL CHAMBERS DURING THIS MEETING. This meeting is livestreamed. Ms. Phillips, Mr. Santos, and Mr. Zapanta spoke to the Parks Commission on Pickleball opportunity in Cibolo. 7. Consent A eg nda A. Approval of the minutes from August 17, 2021. This will be on a later agenda. 8. Discussion A. Presentation and discussion on making Niemietz Park pavilion multifunctional. Discussion on the possibility of having pickleball at Niemietz Park utilizing the pavilion. Permanent lines would be added and the pavilion would need to be re-surfaced. This is a game for all ages and played several places in the San Antonio area. There would be a cost striping would be between$800 to $1,000,resurfacing than re-stripping could be between$8,000 to $15,000. Light would have to be replaced or worked on as they don't presently work, A full pickleball court would cost between$30,000 to $40,000. This was just a presentation and no action was taken. B. Discussion and update on events. Members talked about Downtown Market Days. Next Market Days will be Sept. 25. Commission will do surveys again. Tree Lighting was mentioned but no date has been set. C. Discussion and update on Tolle Park and all other parks in Cibolo. Mr. Craighead stated that final Engineer plans are due this month. Bids will go out after the plans are reviewed. Constructions Plans are in review for the Trail System at Schlather Park. D. Discussion on event sponsorships and evaluating funding options and steps to secure additional sponsorships for events. The commission_went over sponsorship for events that would take place at Cibolo City Parks.No action taken on this item. E. Discussion and possible action on an Events Planning Sub-Committee. Ms. Dodd, Mr. Zawicki, and Mr. Matheny volunteered by be on this sub-Committee. F. Preliminary discussion on Master Planning. This will be at a later meeting. G. Proposal and discussion on adding pickle ball lines at Niemietz Park. Presentation was done earlier in the agenda no proposal presented or discussed at this time. H. Discussion on update of Website and Marketing. Market Days would be a separate link on the website. L . Discussion of Parks survey taken at September Market Days. Surveys will be on a future Parks agenda. J. Appointment of representative to Master Planning Committee. Mr. Zawicki and Mr. Matheny both would like to represent the Parks on the Master Plan Committee. They were informed that they would have to complete another application and be appointed by City Council. 9. Set a Date and Time for Strategic Planning Meeting—Next meeting is scheduled for October 5, 2021 at 6:30pm. 10. Future Agenda Items—None at this time. 11. Adj ournment—Mr. Matheny made the motion to adj ourn the meeting at 7:44pm. Motion was seconded by Mr. Hicks. For: All;Against:None. Motion carried 5 to 0.
