MINUTES
1. Call to Order.=Meeting was called to order at 6:30p.m.
2. Roll Call and Excused Absences —.Members Present: Mayor-Boyle, Councilman Benson, Councilman
Quinn; Councilman Bone; Councilwoman Cunningham, Councilman Allen, Councilman Hetzel; and
Councilman Hicks.
3. Invocation—Invocation was.given by Councilman Allen.
4. Pledge of Allegiance All in attendance recited the Pledge of Allegiance.
5. Proclamation
A. Proclamation for George Washington Day.—This item was tabled until February 22, 2022.
6. . Citizens to be Heard
This is the only time during the Council Meeting that a citizen can address the City Council.. It is the
opportunity:for visitors and guests to .address the-City Council on..any issue to include-agenda items. All
visitors wishing to speak must fill out the Sign-In Roster prior to the start of the meeting. City Council may
not debate any.non-agenda issue,- nor may any action be taken on any non-agenda issue at this time;
however, City. Council:may present any factual response to items brought up by citizens. (Attorney General
Opinion—7C-0169) (Limit of three minutes each.) All remarks shall be addressed to the Council as a body.
Remarks may.also be addressed to any individual member of-the Council so long as the remarks are (i)
about matters of local public concern and (ii) not disruptive to the meeting or threatening to the member or .
any attendee. Any person violating this policy may be requested to leave the meeting,but no person may be
requested to leave: or forced to leave the meeting because of the viewpoint expressed. This meeting. is
livestreamed. If anyone would like to make comments on any matter regarding the City of Cibolo or

The following individuals spoke during ."Citizens to be Heard". Nick Sherman congratulated.the new
councilmembe'rs that were elected or re-elected after the November.2021 election. He introduced himself:
as a member of the Board of Directors for the. Green Valley Special Utility District but that he was here
representing himself not the board. He talked about the rate increase for GCSUD customers. He also
stated that they have .a special meeting scheduled for next week at ipm and invited people to come out.
Janice Gilleland talked about a cell tower that was placed in her neighborhood by AT&T. She didn't know
if the city was aware of these towers being put up in neighborhoods and,how bad they look. She also stated
that there is a warning on the pole that,states do not get to close. She would like to see.these post located
oil a busy street not in a residential area. John Kemp spoke on the same subject as Ms:Gilleland-
7: Consent Agenda Consent Items (General Items)
(All-items:listed below are considered to be routine and:non-controversial by the:council and will be
approved.by one motion:There will be no separate discussion of these items unless a:Council member so
requests, in which case the item will be removed from the consent agenda and will be considered as,part of
the:order of business.)
A. Approval of the minutes of the regular City Council Meeting field on January 25; 2022.
B. Approval of the Minutes of the City"Council Workshop held on January 26,:2022. "
Councilman Quinn made the.motion to approve the consent agenda. Motion was seconded by
Councilman Hicks. For: All;"Against:None. Motion carried 7 to:0.

a. Update on COVID-19 impact on organization—Four employees out with Covid,or_exposure.
b. Status on recruitment:of ED Director and.CIP Manager. —Interviewing two candidates. .
C. Tour of Old School House (City Hall Annex)—Tour scheduled for February 22 at 5:30p.m.
9. Resolution
A. Approval/Disapproval of a Resolution of the City of Cibolo awarding the transfer of surplus property to
the City of Marion.
Motion was made by Councilman Quin to authorize the sale of a:surplus vehicle to the City of Marion
for $2,250.00. -Motion was seconded by Councilman Hicks. For: All; Against:, None. Mayor Boyle
called for a roll call vote: Councilman Benson — Yes, Councilman Quinn — Yes, Councilman Bone —
Yes, Councilwoman Cunningham ,— Yes, Councilman Allen — Yes, Councilman Hetzel — Yes, and
Councilman Hicks—Yes.. Motion carried 7 to 0.
10. Discussion/Action
A. Discussion/Action and authorization for the City Manager to execute amendment No. 7 to the Interlocal
Agreement between the City of Cibolo.and the Alamo Council of Governments (AACOG) for Demand
Response Route.
Mr.- Logan from AACOG briefed the council on this item. Councilman Hicks made the motion to
approve,authorizing -the City Manager to execute amendment.No. 7 .to the Interlocal Agreement
between:the City of Cibolo and the Alamo Council of Governments (AACOG) for Demand Response.:
Route. Motion was seconded by Councilwoman Cunningham. For: All; Against: None. Motion
carried 7 to.0.
B. Discussion regarding the FY 2022-2023 budget process and calendar.
Mr. Reyes:briefed council on a proposed process and calendar the FY.2022-2023 budget. :Budget :
meeting will be set for end of June and beginning of July.. Mr. Reyes will work with Ms. Cimics on
dates for the special meetings or workshops.

C. Discussion/Action to authorize the City Manager to complete the purchase order process to continue
year two,of five of the OpenGov contracts in the amount of Fifty-Three Thousand, One Hundred
Ninety-Five Dollars and Zero Cents ($53,195.00).
Councilwoman Cunningham made the motion to.authorize the City Manager to complete the purchase
order process to continue year two of five of the OpenGov contracts in the amount of Fifty-Three
Thousand, One Hundred Ninety-Five Dollars and Zero Cents.($53,195:00). Motion was seconded by.
Councilman Bone. For: All; Against:None. Motion carried 7 to 0.
D. Discussion and.Direction to Staff regarding previous Council.direction on Cibolofest 2022.
Ms.Cimics; Mr. Craighead and Chief Hugglims and Chief Troncoso briefed the council on Cibolofest
2022.:Items briefed were sponsorships, vendors,parking, entertainment,carnival,petting zoo, car
show;silent auction, and logistics._Council was in agreement with the cost of the vendor space and
reducing the amount of vendors. Council also liked adding the two additional tiers to the sponsorship
packet. Parking could be a combination of both groups that Mr. Craighead briefed. Ms. Cimics will
come back at a later date with more information on a carnival and petting zoo.-Council was in favor of
looking at a non-proftto take over both the car show and the silent auction. Both Chief Hugghins and
Chief Troncoso stated that.Cibolo does have a command vehicle onsite during the event and we
presently do more"in form of security and logistics than most cities in the.:surrounding area.
E. Discussion and direction to staff to bring Council a potential amendment to the UDC to allow the
Director'of Planning and Engineering Department to have authority to approve adjustments of up to
10% for area and bulk regulations.
After a discussion on standards council gave direction for staff to bring an ordinance updating the
UDC:
F. Discussion and direction to staff to bring back a presentation on Standards for foundations and
Construction Standards for sidewalks.
This item.was brought up by Councilman Hicks. He showed pictures'of many areas that the
foundations with the house and driveway are.separating leaving:a huge drop from the garage:to.the
driveway. This is also the same case on sidewalks. Many of these homes are less.than six years old
and we as a city need to.address the standards for foundations and sidewalks. Many other
councilmembers also stated:that they-have seen this same thing in their neighborhood; Councilman
Allen would like to receive a report on all pier;and bean foundations-since 2018. Staff will look into
this item and bring something back at a.later date.
G. Discussion and.dire' ction,to staff.on Road Projects to submit to the AAMPO.
This item.was brought up by Mayor Boyle. He stated that each year we have the opportunity-to,submit .
projects to the MPO. He would like to support:Schertz.this year with the project they have for the
extension of FIV 3009. Mayor stated that it's important to support are neighbors. Councilman Hicks
stated they were accepting projects all the way to 2050. Council brought up several project that we
should look at including widening F1V178 to four lanes, additional:lighting ori FM 78;a walking bridge :.
over FM 78, and a walking bridge over FM 1103 near Steele High School.

H. Discussion from Councilmembers that have attended seminars, events, or meetings for -the City of
Cibolo.
Councilman Hicks stated that he had attended;a TML class in:Sugarland where he,received his CMO..
Councilman Allen stated that he had attended a meeting with Operation Battle :Buddies. and also.the
opening of Fire Station#3.
I. Discussion on items.Council would like to see on future agendas:
Councilman Allen requested an .Executive . Section with EDC: on new project.: Councilwoman
Cunningham requested on how the_city plans on recognizing both citizens and, employees. Mayor
Boyle ask to have a proclamation on Slow Down,.Move Over Awareness and recognizing the Boy
Scouts the have earned Eagle Scout.
I Discussion/Action on the review and confirmation of all upcoming special meetings and-workshops,
and scheduling the time,,date andp lace of additional special meetings or workshops.
Council went over the calendars for February and March 2022.
11. Ordinance
A. Approval/Disapproval of an Ordinance of the City of Cibolo authorizing the issuance of up to
$2,250,000 ".City of Cibolo, Texas Tax Notes, Series 2022 levying a continuing direct annual Ad
Valorem Taxfor the payment of the Notes.
Councilman Quinn made the motion to approve an Ordinance of the City of Cibolo authorizing the
issuance of up to $2;250,000 "City of Cibolo, Texas Tax Notes, Series 2022"; levying a continuing
direct annual Ad Valorem.Tax for the payment of the.Notes. Motion.was seconded by Councilman.
Bone Before:the vote Councilman:Quinn corrected his motion to approve an Ordinance of the City of
Cibolo authorizing the issuance of up to $2,250,000"City.of Cibolo,;Texas Tax Notes,;Series 2022";

years., Motion-was seconded by Councilman Bone. 'Mayor Boyle took a roll call vote on this item.
Councilman Benson had stepped out and:was not present.during the vote. Councilman:Quinn — Yes,

Hetzel—Yes, and Councilman Hicks-Yes. .Motion'carried 5 to 1.
B. Approval/Disapproval of an Ordinance of the City-of Cibolo amending Ordinance #1107, Authorizing
creation of a Planned Unit Development ("PUD") previously known as the Nortex Subdivision PUD,.
now referenced as the Homestead PUD, consisting.of approximately 5.5'acres zoned as Neighborhood
Commercial (C-1), to add major utility facility use to the permittedland uses to allow installation of a
major utility facility to be located East of FM 1103 on Green Valley Road and immediately West of the
development known as Mustang Valley Estates.
Councilman Quinn made.the motion to deny/disapprove an Ordinance of the City of Cibolo amending
Ordinance#1107,.Authorizing creation of a.Planned Unit Development:("PUD") previously known as.

Budget for the Fiscal Year 2021=2022, beginning October 1, 2021, and ending September 30, 2022.
Councilman Allen:made the motion to approve an Ordinance of:the City:of Cibolo providing for the.
first amendment of the Budget for the Fiscal Year 2021-2022,beginning October 1, 2021,°and ending
September 30, 2022. Motion was seconded by Councilman Hicks., For: All; Against: None. Motion
carried 7 to 0.
l2. Discussion/Action
A.- Discuss on/Action on the approval of a Financing Plan for the issuance of Tax Notes, Series 2022
Bonds.
Councilwoman Cunningham made the motion to approve a Financing Plan for the issuance of Tax
Notes; Series 2022 Bonds.Motion was seconded by Councilman Benson. For: All; Against:None..
Motion carried 7 to 0:
