1. Call to Order -Mayor Ruppert called the meeting to order at 6:33 P.M.
2. Roll Call—All members of council and planning and zoning were present.
3. Citizens to be Heard This is the opportunity for visitors and guests to address the City Council on any issue. City Council
may not discuss any non agenda issue,,nor may any action betaken on any non agenda issue at this time. (Attorney General
Opinion—JC-0169) (Limit of three minutes each)
Abel Guzman—Stated that he has revamp his masterplan due to the concerns of the citizens. Stated that he is
requesting the one R-1 tract remain R-1,this would be larger lots,the C-1 would remain C-1 due to the
recommendation of the city.
Derrick Wren—Stated that his concerns is with the drainage,this was his same concern at the last public hearing.
Stated that he was also concerned with the property values,but it was nice of the developer to leave the R-1 zoning as
is.
Ed Ling—Stated that he was concerned.about putting in small houses makes property value go down,stated that he is
concerned about this.
Richard Green—Stated that he was the attorney for the developer,and also reviewed the changes that the citizens
brought at the last public hearing.

A. Discussion on a proposed R2-13 zoning of a 60.5 acre tract of land situated in the City of Cibolo,Guadalupe
County,Texas,out of the William Brackin Survey no. 65,abstract no. 57,and being out of a n 85.61 acre tract
recorded in Vol. 851,Page 781,and out of a 64.6 acre tract recorded in vol. 195,pages 580-582;and out of a 55.06
acre tract recorded in vol. 701,pages 416-421;and out of a 23.42 acre tract recorded in vol. 851,page781,all in the
deed recorded,Guadalupe County,Texas.
B. Discussion on a proposed R-2 zoning of a 10.06 acre tract of land situated in the City of Cibolo,Guadalupe
County,Texas,out of the William Brackin Survey No. 65,Abstract no,. 57,and being out of an 85.61 acre tract
recorded in Vol. 851,page 781; and out of a 23.42 acre tract recorded in vol. 851,page 781,all in the deed records,
Guadalupe County,Texas.
C. Discussion on a proposed R-2 zoning of a 2.28 acre tract of land situated in the City of Cibolo,Guadalupe
County,Texas,out of the William Brackin Survey no. 65,abstract no. 57,and being out of a 64.6 acre tract recorded
in vol. 1295,pages 580-582;-in the deed records,Guadalupe County,Texas.
D. Discussion on a proposed R-3 zoning of a 29.6 acre tract of land situated in the City of Cibolo,Guadalupe
County,Texas,out of the William Brackin survey no. 65,abstract no. 57,and being out of.an 85.61 acre tract
recorded in vol. 851,page 781;and out of a 64.6 a acre tract recorded in vol. 195,pages 580-582;and out of a 55.06

E. Discussion on a proposed R-3-zoning of a 7.7 acre tract being 60.5 acres of land situated in the City of Cibolo,

tract recorded in vol. 851,page 781;and out of a 23.42 acre tract recorded in vol. 851,page 781,all in the deed
records,Guadalupe County,Texas.
ayor Ruppert stated that this is the seconded public hearing. Councilman Campbell pointed out additional changes to
• .the council. There was also discussion about the amount of commercial property. Abel stated that there was 300 feet on
FM 78 and 200 Main Street.

MINUTES
1. Call to Order—Mayor Rupppert called the meeting to order at 6:00 P.M.
2. Roll Call—All members of council were present,with the exception of Councilman Troncoso.
3 Workshop
Discussion on budget process,priorities and current service budget for FY 2005.
Council discussed the moving of different funds for design standards,matching grants and changing the
economic developer to a contract position. Councilman Troncoso showed up at 6:10 P.M. Councilman
Sutton thanked the council for seeing his views on some of the budget changes mostly on streets and
drainage. Stated that he was glad to see some consensus on the economic developer, grant and street
budget.

There were no citizens to be heard.
5. Adjournment
Councilman Campbell made the motion to adjourn at 6: 31 P.M. Seconded by Councilman Sutton. For:All,
