MINUTES
1. Call to Order—Mayor Ruppert called the meeting to order at 6:35 P.M.
2. Roll Call—All members of council were present with the exception of Councilman Sutton. Councilman Sutton
arrived at 6:45 P.M.
3. Citizens to be Heard This is the opportunity for visitors and guests to address the City Council on any issue.
City Council may not discuss any non agenda issue,nor may any action be taken on any non agenda issue at this
time. (Attorney General Opinion—JC-0169) (Limit of three minutes each)
Gordon Woods—Stated that he was hear speaking about Cibolo Valley Drive and how it is drawn out in the
Masterplan. The way it is drawn out at this time would effect his future project with his property. Stated that he
has had agreements with Chuck Balcar and has met with Todd Parton, current City Manger concerning this project.
Tony Karsni—Talked about the drainage around the Town Creek area.
Harvey Hilt—Also spoke about the drainage around the Town Creek area. Mr.Finch,Department of Agriculture
told him that could help with this problem.
Citizen on Town Creek Area—Spoke about the water pressure in this area,since the new water tower has been
constructed. Hopefully the Masterplan will help take care of this.
Wayne Crane also spoke about the Town Creek area. Stated that no surveys have been completed on his property
yet. Still receiving erosion damage at this time.
4.Discussion Only
Public Hearing on the fmal element of the City of Cibolo's future Masterplan
Chris Stewart gave a presentation to the council and public with the latest changes to the Masterplan. Some
changes have come after the review of Council,Planning&Zoning, and Public. Stated that this is a living
document and should be reviewed at least once a year.
Councilwoman Gray asked about the water situation with it's dealing with Green Valley. Also asked if he
has ever recommended to developers to bring their own water when they want to develop in the city. Chris
Stewart stated that he was looking as the city as a whole,without Green Valley. The issue with the
developers bringing their own water feels that the city should stay in control of the utilities. There was also
discussion about the amount of commercial land.

B. City Council—Councilwoman Gray stated that if the council wants to put this plan into effect there
needs to be done a lot of work to get it ready.

`Councilman Campbell made the motion to adjourn at 7:19P.M. Seconded by Councilman Sutton. For:All,
