L Cell to Order—Meeting was called to order by Mayor Boyle at 6:30 p.m.

6, Public Hearin
A. The Cibolo City Council will hold a public bearing to hear public testimony to consider the 5-year
updatehdoption of the Capaal Improvement Plan related to future amendment of impact fees.
This item was briefed by the Director of Planning& Bottoming Mr. Klein. Mayor Boyle opened the public
hearing a 6:36 p.m. Mr. Roberson spoke on this item and he stated he was a membra of me CT Committee
and he did not see the Bob[report. He also felt But it takes too long fief mooch hes an opportunity to look
at the repent By the time council gets the report they are already working on the final budget. Mayor Boyle
closed the public hearing at 6:36 p.m.
]. Claes to be Heard
This is the only time during the Council Meeting that a citizen can address the City Council. It is the opPOMnity
for visitors and gumts to address the City Cometh on any issue to include agenda items. All visitors wishing to
speak must fill out the Sign-In Roster prior m the start of the meeting. City Council may not debate any non-
agenda issue, nor may any action be taken on any nomagmMe issue at this time, however, City Council may
present my factual response to items brought up by citlmns. (Attorney General Opinion—JC-0169) (Limit of
three minutes cath) All remarks shall be addressed to the Council as a body, and not to my individual member
thereof Any person making personal, lmpettinm, or slanderous remarks while addressing the Council may be
recoested to leave the meeting.
The following individuals spoke on Mayor Boyle's volunteer efforts and community involvement in not only the
City of Cibolo but the community. Some wanted the Attorney General's opinion before making judgment.
Some stated be's been a mentor and o0ers stated if you want Mayor Boyle out do it at the voting box. Gainers
spoke just to think Mayor Boyle for the pod job he's been doing. Sue Bosmmeadt, Beek! Boyle, Era Allen,
Jon Gay, Mike Andrews, Angie Brown, Hunter Allen, David Howell, Kate Howell, Cassie Bradt. Philip
Spiner, Steve Quire, Robert Roberwn, Hot Twemer, lesson Delgado, ad Melvin Hicks. Maggie Titterington
from the Chamber spoke on events dot are coming up in the next few days and weeks. Cindy Spencer aimed to
let the process new place don't assume anything and don't rush tojudgement. Also spoke on people mentioning
comes during Cltixen to he Heard. Ceorge Twist thanked Horse involved in getting the road new him mowed.
Councihmn Gibbs read two levers from citirem one from Retie Cunningham and one from knows Barrett Both
letters were N support of Mayor Boyle.

Councilman Woliver rescinded this motion and made the motion to move Mr. Hawkins from a regular

Councilman Gernn. For: All; Against: None. Motion carried 7 to 0. Councilman Hicks made the motion to
move Mr. Zawicki from an sumode position on the Parks and Recreation Committee m a regular member.

Councilman Hicks made the motion to appoint Ms. Latimer to the CDC Committee. Motion was seconded

D. Discussion/Action to determine if Me City of Cibolo should move forward with a November 2019 General
Obligation (GO) Bond to fund the following CHP projects (Dean Road from Green Valley Road to Old
Wiedersmin Road and Greve Valley Road from Dean Road to Cibolo Valley Elementary Behind).
Councilman Allen made the motion to order a November 2019 Election for funding Me mad projects at Dem
Road from Green Valley Road f Old Wiaiersteia Road and Gun Valley Road from Dean Road to Cibolo
Valley Elementary School. Motion was seconded by Couacilman Byrd. A roll call vote was taken: Council
Member: Schultes-No, Garrett-No, Byrd- Yes, Gibbs -No, Allen-Yes, Woliver- No and Hicks-No.
Motion failed 2 to 5.
