MINUTES
1. Callao Order—Meeting was called to order by Ms. Herr at 6:33pm
2. Roll Call and Excused Absences :Members Present:,Ms. Herr; Ms:Dodd, Mr. Hicks, Mr. Miller and
Mr. Zawicki. Members Absent: Mr. Jones and Mr. Hawkins. ,
3. Moment of Silence/Invocation—Ms. Herr called for a Moment of Silence.
4. Pledge ofAlle iance—All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the only time during the Parks and Recreation Committee Meeting that a citizen can address the Committee.
It is the opportunity for visitors and guests to address the Committee Members on any issue to include agenda items.
All visitors wishing to speak must fill out the Sign-In Roster prior to the start of the meeting. Committee Members
may not debate any non-agenda issue, nor may any action be taken on any non-agenda issue at this time;however,
Committee Members may present any factual response to items brought up by citizens. (Attorney General Opinion
—JC-0169)(Limit of three minutes each.)All remarks shall be addressed to the Parks and Recreation Committee as
a body,and not to any individual member thereof. Public criticism of the Committee Members or any action,policy
program or service provided by the City is not prohibited. However, any person making personal, impertinent, or
slanderous remarks to individual members of the Parks and Recreation Committee while addressing the Committee
may be requested to leave the meeting.WE CANNOT HAVE MORE THAN 40 PEOPLE IN THE COUNCIL
CHAMBERS DURING THIS MEETING AND KEEP SOCIAL DISTANCING. This meeting is
livestreamed. If anyone would like to make comments on any matter regarding the City of Cibolo
or on an agenda item and have this item read at this meeting please email pcimics(abcibolotx.gov or
text 210-514-3495 before 6:00pm the date of the meeting.
No one signed up to be heard.
6. Consent Agenda
A. Approval of the minutes from November 23, 2020. —Workshop can not be approved at this
meeting.
7. Discussion/Action
A. Discussion on upcoming events.
Cibolofest will be postponed for 2021. New date will be June 3 and 4, 2022. Mr. Craighead talked
about anew setup and having the area more secure with the event fenced off. Parking would be off
FM 539. First day would be a music festival and second day would be similar to want we have
done in the past. Biggest cost would be the bands and a VIP area.
Summer Nights is back up with dates set for May 14, June 11, July 16, and August 6, 2021. The first
two will be movie onlywith a food truck and ice cream truck. August6 will have activities like
before Covid. Last date will be water events. Market Days will be starting on May 22 and S6.
Event will take place on Main Street. Will rent space to vendors..for$40/$50 and it will be from
9am to 1pm on Main Street. Mr. Hicks ask about Memorial Day. That event will be a joint venture
with the City of Schertz. Schertz will hold the ceremony this year with Cibolo hosting next year.
Committee talked about having a Passport and having people get it signed off. Committee may talk
about this at a later date.
B. Briefing from Kelly on the current status'of Parks and Park projects.
Mr. Craighead talked about the trail system at Schlather Park. That project is with the engineers.
Mr. Craighead also spoke on a connecting trail system following Town Creek.
C.' Discussion of Tolle Park Master Plan.
Mr. Craighead handed out a plan for Tolle Park. The committee talked about the trails and the
campsites. The committee would like to see at least two larger campsites. One larger site up
front and one further in the park. The house will stay as is in the phase of the project. Water will
be available but no restrooms. Port-a-Potties may be placed at the park. Outdoor classroom is
scheduled to be at the park. Picnic tables will be in the park especially at the campsites. Committee
was able to give input. Mr. Craighead will bring additional information as it comes available.
8. Future agenda items and date of next meeting—.Next meeting will be May 4, 2021.
9. Adj ournment
Ms. Dodd made the motion to adjourn the meeting at 7:35pm. Motion was seconded by Mr. Hicks.
For: All; Against;None. Motion carried 5 to 0.
