MINUTES
1. Call to Order Meeting was called to order by Ms. Gould at 6:30pm.
2. Roll call and Excused Absences—Members Present:Ms. Gould,Ms. Gray,Mr.Frias, and Mr.Hetzel;
Members Absent: Ms. Greve,Ms.Latimer,Mr. Benson,Mr.Ragland, and Mr. Garrison.Mr. Frias made the
motion excuse the absence of Ms. Latimer and Mr.Hetzel.For: All; Against:None.Motion carried 4 to 0.
3. Invocation—Invocation was given by Mr.Frias.
4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance.
5. Citizens to be heard
This is the only time during the Planning and Zoning Commission meeting that a citizen can address the
Planning and Zoning Commission.It is the opportunity for visitors and guests to address the Commission on
any issue to include agenda items. All visitors wishing to speak must fill out the Sign-In Roster prior-to the
start of the meeting. Planning and Zoning Commission may not debate any non-agenda issue, nor may any
action be taken on any non-agenda issue at this time; however, the Planning and Zoning Commission may
present any factual response to items brought up by citizens. (Attorney General Opinion—JC 0169) (Limit
of three minutes each.)All remarks shall be addressed to the Commission as a body,and not to any individual
member thereof. Public criticism of the Commission or any action, policy, program or service provided by
the City is not prohibited. However, any person making personal, impertinent, or slanderous remarks to
individual members of the Commission while addressing the Commission may be requested to leave the
meeting.WE CANNOT HAVE MORE THAN 60 PEOPLE IN THE COUNCIL CHAMBERS DURING THIS MEETING
AND ''MAINTAIN SOCIAL DISTANCING. This meeting is livestreamed. If anyone would like to make
comments on any matter regarding the City of Cibolo or on an agenda item and have this item read at
this meeting, please email pcimics@cibolotx.gov or telephone 210-514-3495 before 6:00pm the date of
the meeting.
Mr. Roberts introduced herself as a candidate for Cibolo District Four.
6. Consent Agenda
A. Approval of the minutes from August 11,2021.
Mr.Frias made the motion to approve the consent agenda. Motion was seconded by Ms. Gray. For:
All;Against:None.Motion carried 4 to 0.
7. Public Hearings
A. The City of Cibolo Planning and Zoning Commission will conduct a public hearing to hear public
testimony regarding a variance request to reduce the 15' landscaping buffer where off-street parking
abuts a public ROW to 10', for certain real property located at the west corner of W. Borgfeld Road
and Bentwood Ranch Drive.
This item. was briefed by Mr. Rodriquez. Ms. Gould opened the public hearing at 6:41pm. The
following individuals spoke on this item. Mr. Boarman was concerned about the impact this would
have on his property. He would like a 1Oft fence to help block noise and light.He also feels that the
parking lot could bring individuals into this area that could be a problem for the residents that live
behind this development.Mr.Boarman would also like to see the dumpster moved further away from
the homes. Mr. Boarman also want who people could look at the plat on these items. Ms. Gould
explained the process. Martin wants to see a fence higher than 8ft. She stated the residents are
concerned about privacy and safety. Ms. Gould closed the public hearing at 6:53pm.
B. The City of Cibolo Planning and Zoning Commission will conduct a public hearing to hear public
testimony regarding the rezoning of approximately 84 acres, located 1,500' southeast of the
intersection of IH-10 W & S. Santa Clara from the current zoning of Mixed-Use Regional
Employment Center(MURE)to Low Density Residential District(SF-2).
This item was briefed to the commission by Mr.Rodriquez.Ms. Gould opened the public hearing at
6:56pm.The following individuals spoke on this item.Mr.Landa spoke on what this project was and
was being planned for the site.Mr. Weber wanted to know where the entrance to I-10 would be.Mr.
Lana was able to answer this question for Mr.Weber.
8. Discussion/Action Items
A. Discussion/Action and Recommendation to the Mayor and City Council regarding a variance request
to reduce the 15' landscaping buffer where off-street parking abuts a public ROW to 10', for certain
real property located at the west corner of W. Borgfeld Road and Bentwood Ranch Drive.
Mr. Frias made the motion to recommend to the City Council approval regarding a variance request
to reduce the 15' landscaping buffer where off-street parking abuts a public ROW to 10', for certain
real.property located at the west corner of W. Borgfeld Road and Bentwood Ranch Drive with the
condition that the oak trees presented in the exhibit are preserved.Motion was seconded by Ms.Gray.
For:All;Against;None.Motion carried 4 to 0.
B. Discussion/Action and Recommendation to the Mayor and City Council regarding the rezoning of
approximately 84 acres, located 1,500' southeast of the intersection of IH-10 W & S. Santa Clara

Mr. Frias made the motion to recommend to the City Council denial regarding the rezoning of
approximately 84 acres, located 1,500' southeast of the intersection of IH-10 W & S. Santa Clara
from the current zoning of Mixed-Use Regional Employment Center (MURE) to Low Density
Residential District(SF-2).For: All; Against:None.Motion carried to deny 4 to 0.
C. Discussion/Action and Recommendation to the Mayor and City Council regarding an Amendment to
the Land Study for Cibolo Farms, aka Schulmeier-Seiler Tract, located within the City's Extra-
Territorial Jurisdiction.
Motion was made by Ms. Gould to recommend approval to the City Council regarding the second
Amendment to the Land Study for Cibolo Farms, aka Schuhneier-Seiler Tract, located within the
City's Extra-Territorial Jurisdiction with the condition that a temporary access shall be built to Coy
Lane during construction of Units 2, 3, and 4. Temporary access cannot be abandoned during
construction of the said Units 2, 3, and 4. Permanent secondary access shall be made with a
connection to Saddle Creek Ranch Unit 9, Coy Lane,with the platting of Cibolo Farms Unit 4.Also,
that construction timeframes are clarified for sanitary sewer with GVSUD, sewer line extension and
the lift station and how that coincides with Units 1 thru 4. .Motion was seconded by Mr. Frias.For:
Ms. Gould,Ms. Gray, and Mr.Frias;Against: Mr.Hetzel.Motion carried 3 to 1.
D. Discussion/Action and Recommendation to the Mayor and City Council on the Preliminary Plat of
Cibolo Farms Unit 1, located within the City's Extra-Territorial Jurisdiction.
Motion was made by Mr. Frias to recommend approval to the City Council on the Preliminary Plat
of Cibolo Farms Unit 1, located within the City's Extra-Territorial Jurisdiction with the condition of
permanent secondary access shall be made with a connection to Saddle Creek Ranch Unit 9, Coy
Lane, with the platting of Cibolo Farms Unit 4. Also, that construction timeframes are clarified for
sanitary sewer with GVSUD, sewer line extension and the lift station and how that coincides with
Units 1 thru 4. Motion was seconded by Ms. Gould. For: Ms. Gould, Ms. Gray, and Mr. Frias;
Against: Mr.Hetzel.Motion carried 3 to 1.
9. UDC, CIP,Master Plan and Staff Updates—CIP committee is complete. Staff updates are in the packet.
10. Items for future agendas—Nothing suggested at this time.
11. Adjournment—Motion to adjourn the meeting at 7:53 by Mr.Frias.Motion was seconded by Ms. Gray.For:
