Minutes
1. Call to Order—Meeting was called to order By Chairman Ms.Latimer at 6:30 p.m.
2. Roll Call and Excused Absences—Members Present: Ms. Latimer,Mr. Benson,Ms. Gould,Mr.Hetzel, and Ms.
Gray. Mr. Garrison arrived at 7:21 p.m. Members Absent: Mr. Frias,Ms. Greve, and Mr.Ragland. Mr.Benson
made the motion to excuse the absence of Mr.Frias and Ms. Greve. Motion was seconded by Ms. Gray. For:All;
Against:None. Motion carried 5 to 0.
3. Invocation/Moment of Silence—Ms.Latimer gave the Invocation.
4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the only time during the Planning and Zoning Commission meeting that a citizen can address the Planning
and Zoning Commission.It is the opportunity for visitors and guests to address the Commission on any issue to
include agenda items.All visitors wishing to speak must fill out the Sign-In Roster prior to the start of the
meeting.Planning and Zoning Commission may not debate any non-agenda issue,nor may any action be taken on
any non-agenda issue at this time;however,the Planning and Zoning Commission may present any factual
response to items brought up by citizens. (Attorney General Opinion—JC 0169)(Limit of three minutes each.)
All remarks shall be addressed to the Commission as a body, and not to any individual member thereof.Public
criticism of the Commission or any action, policy,program, or service provided by the City is not prohibited.
However, any person making personal, impertinent, or slanderous remarks to individual members of the
Commission while addressing the Commission may be requested to leave the meeting. WE CANNOT HAVE MORE
THAN 60 PEOPLE IN THE COUNCIL CHAMBERS DURING THIS MEETING AND MAINTAIN SOCIAL DISTANCING.

The following individuals signed up to speak at Citizens to be Heard: Mr.Schaezler spoke on the rezoning of the
41 acres north of Saratoga and along Dean Road. He talked about his ownership of a portion of Warbler Woods
and the impact development has on the wildlife. Ms. Berg spoke on the flooding and showed pictures of
flooding that has happen in this area in the past. Ms. Gregory spoke on the drainage issues and the run-off
problems. Mr.Zunker stated that rezoning the 41 acres would just cause more problems on Green Valley Road
and Cibolo Valley Drive. Mr.Taylor was concerned with more development near Dean Road would be a problem
with schools as they are already overcrowded and the wait for buses will even be longer for the children.
6. Consent Agenda
A. Approval of the minutes from June 9, 2021.
Mr.Benson made the motion to approve the minutes of June 9, 2021. Motion was seconded by Mr.
Hetzel. For: All;Against:None. Motion carried 5 to 0.
B. Approval of the minutes from June 26,2021, Special Meeting.
Mr.Benson made the motion to approve the minutes of June 26,2021. Motion was seconded by Mr.
Hetzel. For: All;Against:None. Motion carried 5 to 0.
C. Approval of the minutes from July 14,2021..
Mr.Benson made the motion to approve the minutes of July 14,.2021 with the change that Mr.Hetzel's
absence was excused. Motion was seconded by Ms. Gray. For: All;Against:None. Motion carried 5 to
0.
7. Public Hearings
A. The City of Cibolo Planning and Zoning Commission will conduct a public hearing to hear public
testimony concerning a Comprehensive Sign Program for HEB Grocery,Fuel and Carwash, located at the
intersection of FM 1103 and Main Street.
Public Hearing was opened by Ms.Latimer at 6:54 p.m. Ms.Berg spoke on the traffic that this
development will cause in an already busy street. No one else wish to speak on this item and Ms.Latimer
closed the public hearing at 6:56 p.m.
B. The City of Cibolo Planning and Zoning Commission will conduct a public hearing to hear public testimony
regarding a rezoning application for approximately 41 acres north of Saratoga Subdivision along Dean
Road from Low Density Single-Family Residential (SF-2) to Medium-High Density Single-Family
Residential(SF-5).
This item was briefed by Ms. Gonzalez from the Planning and Zoning Department. Ms. Latimer opened
the public hearing at 7:01 p.m. The following individuals spoke on this issue. Ms.James sent an email and
that was read by the City Secretary. Her concerns were infrastructure, roads not suitable for more traffic
and GVSUD has no plans to expand or upgrade water systems. Ms. Myers also sent an email which was
read at the meeting. Ms.Myers concerns were traffic and construction issues,water situation with GVSUD
and the danger for children in the area. She was also concerned with the wildlife and what could happen to
them. Mr. Schaezler spoke on the storm water runoff,Dean Road being very narrow for additional traffic,
the destruction of'habitat. He also spoke on the dark sky imitative and how this development will affect
the bird sanctuary. Ms. Schaezler also spoke on the water runoff and the shape of Dean Road. Mr.Hendrix
spoke and stated that he represented the Saratoga HOA. He spoke on water,streets(Dean Rd,Green Valley
Rd.,and Old Wiederstein Rd). Mr.Hendrix also brought up drainage issues and traffic that would be going
thru Saratoga and Willow Pointe. Mr. McLemora stated that the P&Z mission statement states quality of
life,feeling of community and small-town feel. Mr. Simpson stated he lives in the Braywood Subdivision.
Many years ago, he was on the Parks Commission and they were looking at creating a greenbelt from
Schlather Park to this property. He added that this property is zoned SF-2 for a reason —traffic issues,
drainage, schools, and flooding. Ms. Groslin stated that the roads in this area can't support more homes.
Ms.,Latimer called for a recess at 8:21 p.m. The Planning & Zoning Commission convened back into
regular session at 8:36 p.m.
8. Discussion/Action Items
A. Discussion/Action and Recommendation to the Mayor and City Council regarding a rezoning application
for approximately 41 acres north of Saratoga Subdivision along Dean Road from Low Density Single-
Family Residential(SF-2)to Medium-High Density Single-Family Residential(SF-5).
Mr.Benson made the motion to recommend to the City Council DENIAL regarding a rezoning application
for approximately 41 acres north of.Saratoga Subdivision along Dean Road from Low Density Single-
Family Residential (SF-2) to Medium-High Density Single-Family Residential (SF-5). Motion was
seconded by Mr. Garrison. For DENIAL: All; Against: None. Motion carried 6 to 0 to recommend
DENIAL to City Council.
B. Discussion/Action and Recommendation to the Mayor and City Council regarding an Amendment to the
Land Study for Buffalo Crossing II, aka Koehler-Veazy Tract.
Mr.Benson made the motion to recommend to City Council approval regarding an Amendment to the Land
Study for Buffalo Crossing H, aka Koehler-Veazy Tract. Motion was seconded by Mr. Garrison. For: All;
Against:None. Motion carried 6 to 0.
C. Discussion/Action and Recommendation to the Mayor and City Council on the Preliminary Plat of Buffalo
Crossing 11-Knight's Crossing ROW.
Mr. Benson made the motion to recommend to City Council approval of the Preliminary Plat of Buffalo
Crossing II - Knight's Crossing ROW. Motion was seconded by Mr. Hetzel. For: All; Against: None.
Motion carried 6 to 0.
D. Discussion/Action and Recommendation to the Mayor and City Council regarding an Amendment to the
Land Study for Cibolo Farms, aka Schulmeier-Seiler Tract, located within the City's Extra-Territorial
Jurisdiction.
Ms.Latimer made the motion to recommend DENIAL to the City Council regarding an Amendment to the
Land Study for Cibolo Farms, aka Schulmeier-Seiler Tract, located within the City's Extra-Territorial
Jurisdiction. Motion was seconded by Mr. Benson. For: All; Against: None. Motion carried 6 to 0 to
recommend DENIAL.
E. Discussion/Action and Recommendation to the Mayor and City Council on the Preliminary Plat of Cibolo
Farms Unit 1, located within the City's Extra-Territorial Jurisdiction.
Ms. Latimer made the motion to recommend approval to City Council on the Preliminary Plat of Cibolo
Farms Unit 1,located within the City's Extra-Territorial Jurisdiction. Motion was seconded by Ms. Gould.
For: All;Against:None.
F. Discussion/Action and Recommendation to the Mayor and City Council regarding an ordinance amending
Article 20 of the UDC to adopt subdivision regulations relating to temporary domestic wastewater systems,
including pump-and-haul operations.
This item will be placed on the Joint Council/Planning&Zoning Meeting scheduled for August 31,2021.
9. UDC, CIP,Master Plan and Staff Updates
CIP should be adopted by Council in September. Application are being accepted for the Master Plan
Committee. Ms, Gonzalez will send a staff update to everyone.
10. Items for future agendas—Ms. Latimer(Training),Mr. Benson a report from Mr. Fousse on traffic.
11. Adjournment -Mr. Benson made the motion to adjourn at 9:45 p.m. Motion was seconded by Mr.Hetzel. For:
