Main September 20, 2021 6:30 p.m. to 8:00 p.m. MINUTES 1. Call to Order—Meeting was called to order by Mayor Pro-Tem Hicks at 6:30 p.m. 2.. Roll Call and Excused Absences —Members Present: Councilman Quinn, Councilman Bone, Councilman Gibbs, Councilman Allen, Councihiman Woliver, and Councilman Hicks Members Absent: Mayor Boyle and Councilman Benson. Councilman Quinn made the motion to excuse the absence of both Mayor Boyle and Councilman Benson. Motion was seconded by Councilman Gibbs. For: All; Against: None. Motion carried 6 to 0. Staff Present: City Manager Mr. Reed, City Secretary Ms. Cimics, Fire Chief Troncoso, Police Chief Hugghins, Finance Director Mr. Reyes and Public Works Director Mr. Fousse. 3. Invocation—Invocation was given by Councilman Allen. 4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance: 5. Citizens to be Heard This is the only time during the Council Meeting that a citizen can address the City Council. It is the opportunity for visitors and guests to address the City Council on any issue to include agenda items. All visitors wishing to speak must fill out the Sign-In Roster prior to the start of the meeting. City Council may not debate any non-agenda issue, nor may any action be taken on any non-agenda issue at this.time; however, City Council may present any factual response to items brought up by citizens. (Attorney General Opinion—JC-0169) (Limit of three minutes each.) All remarks shall be addressed to the Council as a body, and not to any individual member thereof. Public criticism of the City Council or any action, policy program or .service provided by the City is not prohibited. However, any person making personal, impertinent, or slanderous remarks to individual members of the Council while addressing the Council may be requested to leave the meeting. The following individuals spoke during Citizens to be Heard: Katie Cunningham introduced herself as a candidate'for councilmember district 4. She stated she had served on numerous committees and boards along with being involved in other°events in the city. She stated that Cibolo needs better infrastructure but her main reason to run is just to make Cibolo a great place:to live. David Zawicki spoke on the Senior Program that the-Parks Committee was task with in 2020. He stated that the sub-committee Worked hard but feels they have given a great product to the city to approve in this upcoming budget. 6. Public Hearing A. The City of Cibolo City Council will hold a public hearing to hear testimony concerning the proposed budget for FY 2021-2022. This budget will raise more property taxes than last year's budget by $662,034 (5.4%), and of that amount$494,451 is tax revenue to be raised from new property added to the tax roll this year. Mayor-Tem Hicks opened the public hearing. at 6:41 p.m. Ms. Cunningham had questions on the following items in the budget: Police Educational Fund, Senior Program (would like to see a cost benefit analysis done on this program next year), Fleet Replacement Fund, the amount of the Public Works and Planning & Engineering Budget went up, what is the non-departmental budget, Water/Sewage Fund who much comes from Impact Fees, and Special Events Fund. Council was able to give some factual answers to her questions. Ms. Cunningham also liked the format of the budget it was easy to read. No one else wish to speak at this public hearing and Mayor Pro-Tem Hicks closed the public hearing at 6:53 p.m. B. The City of Cibolo'City Council will hold a public hearing to hear testimony concerning the proposed tax rate for 2021. Mayor Pro-Tem Hicks opened the public hearing at 6:54 p.m. No one wanted to speak on this item and Mayor Pro-Tem Hicks closed the public hearing at 6:55 p.m. 7. Ordinances, A. Approval/Disapprovalof an Ordinance of the City of Cibolo adopting the City of Cibolo Annual Budget for,the fiscal year beginning October 1, 2021 and ending September 30, 2022. Councilman Allen stated that he concerned about .the Events Budget and the amount budgeted for Cibolofest. He expressed his opinion that the citizens like the family event (home-town event). Price was kept low so families could attend and local vendors could participate and still earn a little money. Councilman Quinn stated that you don't have to spend the money just because it's in the budget. It's really just forward thinking. Councilman Gibbs stated that at the last meeting that staff would just Bold this money in the budget and would come back to council for each item to spend the money. Council can decide how big.or small we want Cibolofest to be. Council Woliver states you have to have a plan. Things change overtime and we need to have forward thinking. Money does not have-to be spent. Councilman Hicks ask the support of council not to approve the budget unless we change the event item to same as last year. He says there are numerous other things that we needed to budget for and are- n-ot in the budget like infrastructure, matching funds for FM 1103, Trail.System, HVAC system for city hall and replacement TV for council chambers. Councilman Hicks states that council will not even receive a-briefing on this events budget until after the budget is..approved. There was numerous conversations between several councilmembers on this subject. The City Secretary read an email from Mayor Boyle:he supports the Senior Program but feels like it needs a little more money set aside for it. He also would like l0k for the Schertz Senior Center .and 10k. for PR to have money to endorse programs.: Mayor Boyle also stated winter fest may be premature and the large amount for Cibolofest may be a little more than we can do this year. Councilman Gibbs:made the motion to approve an Ordinance of the City of Cibolo adopting the City of Cibolo Annual Budget for the fiscal year beginning October 1, 2021 and ending September 30, .2022. Motion was seconded by Councilman Woliver, A record vote was taken: Councilman Woliver—Yes; Councilman Allen-No, Councilman Hicks—No,.Councilman,Gibbs-Yes, Councilman Bone—Yes, and Councilman Quinn—Yes. Motion carried 4 to 2. 2 B. Approval/Disapproval-of an Ordinance of the City of Cibolo levying a "tax rate for the City of Cibolo for the tax year 2021. Councilman Allen made the motion to approve the Ordinance of the City.of Cibolo levying a tax rate of 0.4835 for the City of Cibolo for the tax year 2021. Motion was seconded by Councilman Woliver. A roll call vote was taken. Councilman Quinn—Yes, Councilman Bone—Yes, Councilman Gibbs—Yes, Councilman Allen—Yes, Councilman Woliver— Yes, and Councilman Hicks Yes. Motion carried.6 to 0. 8. Adjournment Councilman Woliver made the motion to adjourn the meeting at 7:21 p.m. Motion was seconded by Councilman Gibbs. For: All; Against: None. Motion carried 6 to 0.
