Min CC 06/29/2021 OF C/9 -k ynw O T E X A S "City of Choice CITY COUNCIL SPECIAL MEETING CIBOLO MUNICIPAL BUILDING 200 S. Main June 29, 2021 6:30 p.m. MINUTES 1. Call to Order—Meeting was called to order by Mayor,Pro-Tem Hicks at 6:30 p.m. 2. Roll Call and Excused Absences - Council Present: Mayor Pro-Tem Hicks, Councilwoman Schultes, Councilman Quinn, Councilman Bone; Councilman Gibbs, Councilman Allen, and Councilman Woliver; Council Absent: Mayor Boyle. Councilman Allen made the motion to excuse the absence of Mayor Boyle: Motion was seconded by Councilman Quinn. For:All; Against: None. Motion carried 7 to 0. 3. Invocation—Councilman Allen gave the Invocation. 4. Pledge of Allegiance -All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard This is the only time during the Council Meeting that a citizen can address the City Council. It is the opportunity for visitors and guests to address the City Council on any issue to include agenda items. All visitors wishing to speak must fill out the Sign-In Roster prior to the start of the meeting. City Council may not debate any non-agenda issue, nor may any action be taken on any non-agenda issue at this time; however, City Council may present any factual response to items brought up by citizens. (Attorney General Opinion—JC-0169) (Limit of three minutes each.) All remarks shall be addressed to the Council as a body, and not to any individual member thereof. Public criticism of the City Council or any action, policy program or service provided by the City is not prohibited. However, any person making personal, impertinent, or slanderous remarks to individual members of the Council while addressing the Council may W be requested to leave the meeting. DUE TO SOCIAL DISTANCING, E CANNOT HAVE MORE THAN 60 PEOPLE IN THE COUNCIL CHAMBERS DURING THIS MEETING. This meeting is livestreamed. If anyone would like to make comments on any matter regarding the City of Cibolo or on an agenda item and have this item read at this meeting, please email ncimics6Wbolotx.gov or text 210-514-3495 before 6:00pm the date of the meeting. The following individuals spoke at "Citizens to be Heard". Todd Burnett spoke on the drainage issues in his yard which he believes is caused by the businesses that Mr. Mathis has on Main Street. He stated he' had contacted several councilmembers but received no call back. He wanted to know what he is supposed to do now. Kara Latimer spoke on the building moratorium. She believes that this is necessary for safety. She is not opposed to growth but good growth one that keeps health and safety of all residents of Cibolo in mind. Ms. �Cimics read a letter from Jim Russell who said that before council moves forward with a moratorium, they should have a clear purpose that this can not be achieved without a moratorium. There also must be a clear, compelling reason and a clear result expected from a moratorium. Building Moratorium affect the local home prices and local businesses. A better alternative is to continue the work done by previous City Council. 6. Discussion/Action A. Discussion/Direction to Staff on Building Moratorium. Councilman Hicks placed this on the agenda and he stated that he does not want to stop.growth he just wants good.growth. He stated that.when the City of;Schertz did there building moratorium several years ago it did not affect them as commercial development continued. , Councilman Hicks stated his main concern was safety., Fire Station#3 is not completed and Fire Station #4 has.not been built yet. Flooding issues, drainage; sewer, fire. pressure and road construction are all issues that need to be addressed for the safety and health of all the.pebple living' in the area. Councilman Gibbs stated that this is.:not new and the city has..not done anything. Councilman Quinn stated that the building moratorium does not need to be for the entire city. We need to look at south of Arizpe Road and the ETJ. _:We need to work with GVSUD — slow,it:down for 4 to 6 months. Councilman Gibbs reminded everyone that council had ask the staff to bring information.back to council on companies that could do a study and give the council what. they.can actually do -in this area.. Councilman Quinn and other members of the.council also,remembered-that this was scheduled to come back to council and maj ority feel that a study needs to be accomplished before a building moratorium should be put in place. Mr. Klein-did state-that staff does.have.a list..of companies:,.Staff.will-.go out fora RFQ and come back to council in August forapproval.. B. Discussion/Direction to.Staff on items that Council recommends for the 2021-2022 Budget. Mr. Reyes the Finance contractor gave a brief overview to council. Councilman Hicks stated that he would like to see pay for firefighters as we are losing good people after getting them trained to other cities that are offering $10,000 more to start at a lower position than what they are currently filling. Councilman Woliver would like to see a pay study to make sure we have the right people in the right jobs. Fire fighters are not the only individuals leaving for better pay. Councilman Woliver would also like to see the Senior Program in the upcoming budget. Councilman Allen stated that he would like to see the final ARP list first before making suggestions. Councilman Allen does not want to see the taxes raised this year. Councilman Gibbs would also like to see the Senior Program and Parks Master Plan in the budget. He would also like to see a grant consultant come in and talk with the new city manager on grants the city may be able to apply for in the next year. Councilman Bone did not have anything at this time. Councilman Quinn stated he would also like to see the final ARP list. He would also like to see the Parks Plan in Conjunction with the Master Plan and infrastructure is always on his list. Councilwoman Schultes would like to see quality of life issues such as a linear Park System that has been talked about for years and a trail system. 7. Adjournment—Councilman Gibbs made the motion to adjourn the meeting at 7:31 p.m. Motion was seconded by Councilman Quinn. For: All; Against: None. Motion carried 7 to 0.
