MINUTES
1. Call to Order—Mayor Sutton called the meeting to order at 7:01 P.M.
2. Roll Call—
Councilwoman Hartman
Councilman Gary

3. Invocation—Mayor Sutton gave the invocation.
4. Pledge of Alle ig ance—Councilman Kelly led the Pledge of Allegiance.
5. Citizens to be Heard - This is the opportunity for visitors and guests to address the City Council on any issue. City
Council may not discuss any non-agenda issue, nor may any action be taken on any non-agenda issue at this time.
(Attorney General Opinion—JC-0169) (Limit of three minutes each)
David Medeitz spoke on item 8E even though pulled from the agenda.
Harvey Hild spoke on 11 C, in favor of the smoking ordinance.
Tony Krasni spoke to council regarding them reconsidering doing any work with the developer on the corner at Green
Valley Road
6. Consent Agenda-Consent Items(General Items)
(All items listed below are considered to be routine and non-controversial by the council and will be approved by one
motion. There will be no separate discussion of these items unless a Council member so requests, in which case the
item will be removed from the consent agenda and will be considered as part of the order of business.)
A. Approval of the Minutes of the City Council Regular Meeting held on June 14,2005.
B. Acceptance of the check register for May 2005 pending fmal acceptance of the City's final audit for the
2005 Fiscal Year.
Councilman Kelly made the motion to approve the consent agenda items. Seconded by Councilman
Campbell. For:All,Against: None.
7. Public Hearings
A. Public Hearing for the purpose of considering amendments to Chapter 14 General Provisions and Exceptions;
Use, Height and Area Regulations and to Chapter 17 Visual Screening Requirements to the City of Cibolo
Zoning Ordinance#609.
Todd Parton went over changes,Planning and Zoning recommended approval.There were no citizen input.
8. Discussion/Action(Builder Items)
• A. Consider for Approval/Disapproval a petition for the Final Plat of the Falcon Ridge Subdivision, Unit 10.
(P&Z Recommended Denial)
Councilman Kelly made the motion to approve the petition for the Final Plat of the Falcon Ridge Subdivision,
Unit 10. Seconded by Councilman Troncoso. For: All,Against: None.
B. Consider for Approval/Disapproval of a petition for the Preliminary Plat for the Heights of Cibolo. (P&Z
Recommended Approval with Conditions)
Councilman Kelly made the motion to approve the petition for the Preliminary Plat for the Heights of Cibolo
contingent on the resolution of the issues identified by TX Dot listed in their letter dated June 20, 2005,
completion of City of Cibolo Traffic Impact Analyze, and condition of the items identified by Planning and
Zoning. Seconded by Councilwoman Hartman. For:All,Against: None.
C. Consider for Approval/Disapproval of a petition for the Preliminary Plat for a Retail Center on a 1.517-acre
tract of land located on the south side of the Cibolo Valley Drive extension. Said tract is located in the James
Jones Survey, Abstract No. 194 in the City of Cibolo, Guadalupe County, Texas. (P&Z Recommended
Denial)
Councilman Campbell made the motion to approve the Preliminary Plat for a Retail Center on a 1.517-acre
tract of land located on the south side of the Cibolo Valley Drive extension. Said tract is located in the James
Jones Survey, Abstract No. 194 in the City of Cibolo, Guadalupe County, Texas. Seconded by Councilman
Kelly. For: All,Against: None.
D. Consider for Approval/Disapproval of a petition for a Preliminary Plat for the Catalano Retail Center. (P&Z
Recommended Approval with Conditions)
Councilman Troncoso made the motion to approve the petition for a Preliminary Plat for the Catalano Retail
Center contingent of TX Dot issues and City of Cibolo Traffic Impact Analysis. Seconded by Councilman
Kelly. For: All,Against: None.
E. Consider a request for a variance to the City of Cibolo Subdivision Ordinance#590, Section V, Subsection A,
Preliminary Plat, Paragraph 8 Authority to Proceed, to authorize limited drainage work for the proposed
Charleston Parke Subdivision, Unit 2, pursuant to Section IX Variances of the City of Cibolo Subdivision
Ordinance#590. If granted said variance would authorize the onsite land application of reclaimed silt within
the boundaries of the proposed subdivision and allow for the excavation of perimeter drainage channels along
the northern and eastern boundaries of the proposed subdivision (parallel to Green Valley Road) and to land
apply the soil excavated from the channels within the proposed subdivision.
Item was pulled by staff.
9. Discussion/Action(General)
A. Consider qualifications for appointees to the Planning and Zoning Commission and the procedures for
making appointments to the Planning and Zoning Commission.
Discussion was held concerning the process of appointing commissioners to the Planning and Zoning
Commission. Councilman Kelly made the motion to forward the chart, showing the procedures,to the
Planning and Zoning for their review and recommendation. Seconded by Councilman Campbell. For:All,
Against: None.
B. Consider making appointments to the Planning and Zoning Commission to fill expiring and vacated terms.
(Davis,Krasnai,Moore,Powers,and Thomas)
Councilman Kelly made the motion to appoint the following members to Planning and Zoning Commission:
Place 1 —John Galbach,Place 2—Judi Olson,Place 3—Jimmy Powers,Place 5—Howard Motch,and Place 7
Steve Liparato. Seconded by Councilman Troncoso. For: All with the acceptations of Councilwoman
Hartman and Councilman Campbell.
C. Notice regarding the special City Cohncil meeting scheduled from 8:00 A.M.to 12:00 on July 9,2005 @ City
Hall(in the Council Chambers)to discuss capital projects for the FY 2005-06 Budget.
Item was not discussed.
10. Discussion Only
A. Update regarding water quality within the City of Cibolo Public Water Supply System.

11. Ordinances
A. Consider Ordinance for the Establishment of the Streets and Drainage Committee.
Councilman Troncoso made the motion to approve the ordinance for the Establishment of the Streets and
Drainage Committee. Seconded by Councilwoman Hartman. For:All,Against: None.
B. Consider Ordinance for the Establishment of the Business Development Committee.
Councilman Kelly made the motion to approve the ordinance for the Establishment of the Business
Development Committee. Seconded by Councilman Campbell. For:All,Against: None.
C. Consider Ordinance for the regulation of smoking in the City Limits of the City of Cibolo.
Councilman Troncoso made the motion to approve the ordinance for the regulation of smoking in the City
Limits of the City of Cibolo. Seconded by Councilman Ramcharan. For:All,Against: None.
D. Consider Ordinance establishing speed limits on FM 1103 for Construction Vehicles.

E. Consider Ordinance amending the Subdivision Ordinance,#590, Subdivision Plat Processing Procedures.
Councilman Kelly made the motion to approve the ordinance amending the Subdivision Ordinance, #590,

F. Consider for recommendation to the City Council an ordinance to amend Chapter 14 General Provisions and
Exceptions; Use, Height and Area Regulations and to amend Chapter 17 Visual Screening Requirements to
the City of Cibolo Zoning Ordinance#609.

A. City Staff-
Todd Parton gave update on Borgfeld and Main Street,Water Line Tie In,Channel work on Town Creek Road
and the change orders coming forward.
B. Commissioners—
Jimmy Powers asked about training for all the new members to Planning and Zoning.
C. City Council
Councilman Troncoso made a comment about a future burn ban.
Councilman Ramcharan spoke about the new volunteer application.
Councilman Kelly spoke about the roadwork.
D. Mayor
Spoke about the Legislature update that was provided to council,the CRWA opening and the new smoking
ordinance.
13. Adjournment
