Call to Order—Meeting was called to order by Chairman Mr. Jones at 6:30p.m. 2. Roll Call—Members Present: Mr. Jones, Ms. Herr, Mr. M. Hicks, Ms. Dodd, Mr. Zawicki and Mr. Miller; Members Absent: Mr. Hawkins. Ms. Herr made the motion to excuse the absence of Mr. Hawkins. Motion was seconded by Mr. M. Hicks. For: All; Against: None. Motion carried 6 to 0. 3. Moment of Silence/Invocation—Mr. Jones requested a Moment of Silence. 4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard This is the only time during the meeting that a citizen can address the Parks and Recreation Commission. It is the opportunity for visitors and guests to address the Parks and Recreation Commission on any issue to include agenda items. All visitors wishing to speak must fill out the Sign-In Roster prior to the start of the meeting. The Parks and Recreation Commission may not debate any non-agenda issue, nor may any action be taken on any non-agenda issue at this time however the Parks and Recreation Commission may present any factual response to items brought up by citizens. (Attorney General Opinion—JC-0169) (Limit of three minutes each). DUE TO THE GOVERNORS DECLARATION WE CAN ONLY HAVE 25% OF THE OCCUPANCY (20 INDIVIDUALS) WHILE STILL KEEPING THE SIX- FOOT DISTANCING REQUIRMENT IN THE COUNCIL CHAMBERS DURING THIS MEETING. This meeting is livestreamed. If anyone would like to make comments on any matter regarding the City of Cibolo or on an agenda item and have this item read at this meeting please email pcimics@cibolotx.gov or text 210-514-3495 before 6:00pm the date of the meeting. The City Secretary Ms. Cimics read an email sent in by Mr. Hawkins. He requested that the Parks Committee postpone a decision on the trail system by the Ron Pedde Garden. He did give another plan that he thought would be better for the homes in that area. 6. Consent Agenda A. Approval of the minutes from March 12, 2020. Mr. Hicks made the motion to approve the consent agenda. Motion was seconded by Ms. Dodd. For: All; Against: None. Motion carried 6 to 0. 7. Discusion/Action A. Discussion/Recommendation to City Council on final trail route for addition to the trail system at Schlather Park. This item was briefed by Mr.Craighead. He stated that the route Mr.Hawkins referred to would carry a high cost for engineering and it was also in a flood area. Mr. Craighead did let the committee know that the trail system presented was approximately 50feet from the homes. Trash receptables would be provided, signs would be installed to let people know that snakes may be in the area. The committee ask to have some of the concerns looked at and brought back to a future meeting. Mr. Hicks made the motion to table and motion was seconded by Ms. Dodd. For: All; Against:None. Motion carried 6 to 0. B. Discussion on future special events/activities for City and possibility of partnering with a production company to co-sponsor a multi-day event. Lindsey Sokol from BNL will be in attendance to discuss and answer questions. This item was briefed by Mr. Craighead. This would be a one-day music event with charged admission. It would require fencing the entire property. Mr. Craighead answered questions, but more information would be needed, and council would have to approve before moving forwarded. Will come back at later date with more information. C. Discussion/Recommendation to City Council on Senior Services. Ms. Herr gave a presentation on Senior Services. The committee wanted to move forward with a recommendation to City Council. Mr. Miller made the motion to present the findings to council. Motion was seconded by Ms. Dodd. For: All; Against: None. Motion carried 6 to 0. D. Discussion of a master plan for the future of Cibolo Parks. Workshops will be scheduled at a later date to go over the Parks Master Plan. 8. Adjournment Motion was made by Ms. Herr to adjourn the meeting at 7:21 p.m. Motion was seconded by Mr. M. Hicks. For: All; Against:None. Motion carried 6 to 0.
