Call to Order—Meeting was called to order by Chairman Latimer at 6:30p.m. 2. Roll Call and Excused Absences—Members Present: Ms.Latimer,Mr. Benson,Ms. Gray,Mr. Frias,Mr. Hetzel and Mr.M. Hicks; Members Absent: Mr.Mathis and Mr.Ragland. Mr. Benson made the motion to approve the absence of Mr.Mathis. Motion was seconded by Mr.M. Hicks. For: All;Against:None. Motion carried 6 to 0. 3. Invocation/Moment of Silence Ms. Latimer ask for a moment of silence. 4. Pledge of Allegiance—All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard This is the only time during the Planning and Zoning Commission meeting that a citizen can address the Planning and Zoning Commission. It is the opportunity for visitors and guests to address the Commission on any issue to include agenda items.All visitors wishing to speak must fill out the Sign-In Roster prior to the start of the meeting.Planning and Zoning Commission may not debate any non-agenda issue,nor may any action be taken on any non-agenda issue at this time; however,the Planning and Zoning Commission may present any factual response to items brought up by citizens. (Attorney General Opinion—JC 0169)(Limit of three minutes each.) All remarks shall be addressed to the Commission as a body, and not to any individual member thereof.Public criticism of the Commission or any action,policy,program or service provided by the City is not prohibited. However, any person making personal, impertinent, or slanderous remarks to individual members of the Commission while addressing the Commission may be requested to leave the meeting. There were no citizens that signed up to be heard. 6. Consent A eg_nda A. Approval of the minutes from November 18,2020. Motion was made by Mr. Frias to approve the Consent Agenda. Motion was seconded by Mr. Frias. For: All; Against:None. Motion carried 6 to 0. 7. Public Hearings A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding the assignment of permanent zoning of approximately 9 acres of Multi-Family(MF-1)and approximately 1 acre of Community Retail/Service(C-2) district located southeast of the intersection of Tolle Road and Weil Road,that may be annexed into the City of Cibolo. Mr.Frias left the dais during this item at 6:35 p.m. Returned to the dais at 6:39 p.m. Ms.Latimer open the Public Hearing at 6:39 p.m. No one spoke Public Hearing was closed at 6:39 p.m. B. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding an amendment to the Unified Development Code Article 4.5.3 and Article 13-Use Tables to create two new non-residential restrictive alcohol sales districts"C2-R"and"0-R,"identical to"C-2 Community Retail/Service"and"C-3 General/Retail Office"zoning districts, except that establishments deriving 75 percent or more of the establishment's gross revenue from the on-premise sale of alcoholic beverages will be prohibited. Ms.Latimer open the Public Hearing at 6:42 p.m. Mr.J. Hicks spoke in favor. Public Hearing was closed by Ms. Latimer at 6:43 p.m. C. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding an amendment to Article 13-Use Tables of the Unified Development Code to modify the prohibited use of a Community Residential Facility in Single Family Residential districts,to a Conditional Use Permit. Ms. Latimer open the Public Hearing at 6:45 p.m. No one wish to speak, and Ms.Latimer closed the Public Hearing at 6:45 p.m. 8. Discussion/Action Items A. Discussion/Presentation by a representative from Green Valley SUD regarding wastewater projects within their serviced area. The Planning and Zoning Commission received a report from Pat Allen and Garry Montgomery from Green Valley Special Utility District regarding wastewater projects within the GVSUD area. B. Discussion/Action and Recommendation to the Mayor and City Council regarding the assignment of permanent zoning of approximately 9 acres of Multi-Family(MF-1)and approximately 1 acre of Community Retail/Service(C-2)district located southeast of the intersection of Tolle Road and Weil Road,that may be annexed into the City of Cibolo. Mr. Frias left the dais at 7:13 p.m. Mr.Benson made the motion to make a recommendation to the City Council to deny the assignment of permanent zoning of approximately 9 acres of Multi-Family(MF-1) and approximately 1 acre of Community Retail/Service(C-2)district located southeast of the intersection of Tolle Road and Weil Road,that may be annexed into the City of Cibolo. Motion was seconded by Mr. Hetzel. For: Mr.Benson,Ms. Gray,Ms. Latimer, Mr. Hetzel and Mr. M.Hicks;Against:None. Motion carried 5 to 0. Mr.Frias returned to the dais at 7:73 p.m. C. Discussion/Information of CIP and Impact Fees for road infrastructure, including Wiedner Road and its placement/status on the CIP. This item was briefed Mr. Klein, Director of Planning and Engineering. Mr. Klein did let the P&Z Commission know that item must be on the CIP to be eligible to use traffic impact fees. 9. UDC, CIP,Master Plan and Staff Updates Ms. Gonzalez stated that PUD's have been removed from the UDC. Council is still making appointments to the CIP. Staff updates have been sent out. 10. Items for future agendas P&Z would like an update on Ms. Budnik and her complaints. Ms. Latimer wants to setup training for January. 11.
