SPECIAL CITY COUNCIL MEETING

MINUTES
1. Call to Order—Meeting was called to order by Mayor Pro-Tem Hicks at 5:30 p.m.
2. Roll Call and Excused Absences—Members Present: Mayor Pro-Tem Hicks, Councilwoman Schultes, Councilman
Quinn, Councilman Gibbs, Councilman Allen and Councilman Woliver; Member Absent: Mayor Boyle and
Councilman Bone. Councilman Quinn made the motion to excuse the absence of both Mayor Boyle and Councilman
Bone. Motion was seconded by Councilman Woliver. For: All; Against: None. Motion carried 6 to 1. Staff
Present: City Manager Mr. Herrera, City Secretary Ms. Cimics, Finance Director Ms. Miranda, Public Works
Director Mr.Fousse and Parks Superintendent Mr.Craighead.
3. Invocation-Invocation was given by Councilman Allen.
4. Pledge of Allegiance All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
. This is the only time during the Council Meeting that a citizen can address the City Council. It is the opportunity for
visitors and guests to address the City Council on any issue to include agenda items. All visitors wishing to speak
must fill out the Sign-In Roster prior to the start of the meeting. City Council may not debate any non-agenda issue,
nor may any action be taken on any non-agenda issue at this time; however, City Council may present any factual
response to items brought up by citizens. (Attorney General Opinion—JC-0169) (Limit of three minutes each.)All
remarks shall be addressed to the Council as a body, and not to any individual member thereof. Public criticism of
the City Council or any action, policy program or service provided by the City is not prohibited. However, any
person making personal, impertinent, or slanderous remarks to individual members of the Council while addressing
the Council may be requested to leave the meeting. DUE TO THE GOVERNOR'S DECLARATION, WE
CANNOT HAVE MORE THAN 35 PEOPLE IN THE COUNCIL CHAMBERS DURING THIS MEETING.

6. Discussion
A. Discussion/Action on awarding a contract for upgrade of HVAC systems in City facilities to provide for better
air quality per CDC best practices.
Councilman Quinn made the motion to approve the HAVC systems in City facilities to provide for better air
quality per CDC best practices. Motion was seconded by Councilwoman Schultes. For: All; Against: None.
Motion carded 6 to 1. Before the council departed Mayor Pro-Tem went back to this item. Councilman Quinn
and Councilwoman Schultes both rescinded thein motions. Councilman Quinn made the motion to approve the
• contract for the HVAC systems in City facilities to provide for better air quality per CDC best practices to Trane
in the meant of$224,707.03 with a contingency of$I0,000 and for the city to apply for a refund to Coronavirus
Relief Fund. Motion was seconded by Councilnan Woliver. For:All;Against:None. Motion carried 6 to 0.
