Min CC 11/15/2005 - Special CITY COUNCIL SPECIAL MEETING CIBOLO MUNICIPAL BUILDING 200 S.MAIN November 15,2005 6:30 P.M. Minutes 1. ICall to Order—Mayor Sutton called the meeting to order at 6:30 P.M. 2. Roll Call— Mayor Sutton Councilwoman Hartman Councilman Kelly Councilman Ramcharan Councilman Troncoso Councilman Campbell was absent 3. Invocation Invocation given by Howard Motch a member of the Planning and Zoning Commission. 4. Pledge of Alle igiance Councilmember Kelly led the Pledge of Allegiance. Oouncilmember Campbell arrived at 6:35 P.M. 5. Discussion/Action(General Items) A. Consideration for Approval/Disapproval of an Interlocal Participation Agreement for the Local Government Purchasing Cooperative(Buy Board).(Staff) City Manager, Todd Parton reviewed the Buy Board and how it could help the City. Councilmember Troncoso asked what the fee was and if any underlining cost were involved. City Manager Todd Parton stated that the fee was an annual fee of$200.00 and that no other cost was involved. Mr. Parton did mention that many of the cities use the Buy Board and that the City would not be tied to use the Buy Board on all purchases. The City if they wish could still go out for bids if they decide to go that route. B. Receive a report from the City Secretary on the validation of the Petition for Recall on Mayor Johnny Sutton, Councilmember Jennifer Hartman,Councilmember Gary Kelly, Councilmember Bede Ramcharan, Councilmember Jeff Campbell and Councilmember Miguel Troncoso. The City Secretary gave a report on the Petition for recall of the Mayor and all City Councilmember's. According to the City Charter petition must contain the number of valid signatures totaling at least thirty percent (30%) of the number of votes cast at the last general City election, or one hundred and fifty (150), whichever is greater.The petitions received all required 150 register Cibolo voters to be validated. Mayor Johnny Sutton 406 signatures/327 validated Councilmember Jennifer Hartman 382 signatures/308 validated Councilmember Gary Kelly 406 signatures/326 validated Councilmember Bede Ramcharan 380 signatures/304 validated Councilmember Jeff Campbell 380 signatures/304 validated Councilmember Miguel Troncoso 394 signatures/314 validated The following questions were asked by the council and the City Secretary responded with the answer. How many Cibolo citizens signed the petition? 342 Did the citizens that signed the petition live in any one area of the City? 99%of those that signed the petitions live in either Deer Creek,Thistle Creek or Springtree Subdivisions How many registered voters are in Cibolo? As of Oct 27,2005 there were 4499 registered voters Do you know what percent of the voters signed the petitions? 7.6%of the Cibolo register voters C. Consideration for direction to City Staff regarding Capital Projects and Capital Improvement priorities. (Hartman) Councilwoman Hartman stated that since the bond did not pass that the council needs to revisit the Capital Projects and set priorities. Councilman Ramcharan stated that council needs to look at projects that would provide the greatest economic impact for the City. 6. Resolution Approval/Disapproval of a Resolution approving the Interlocal Participation Agreement for the Local Government Purchasing Cooperative(Buy Board). Councilman Campbell moved that we approve the Interlocal Participation Agreement for the Local Government Purchasing Cooperative. Seconded by Councilman Troncoso. For: All,Against: None 7. Election Approval/Disapproval of Certification/Canvassing the November 8,2005 Bond Election. (Staff) This item was postponed as we were not in the window to canvass votes. 8. Adjournment Councilman Kelly moved to adjourn at 6:48 P.M. Seconded by Councilman Troncoso. For: All,Against: None. PASSED AND APPROVED THIS 22n DAY OF NOVEMBER 2005.
