MINUTES
1. Call to Order—Mayor Boyle called the meeting to order at 6:31 p.m.
2. Roll Call and Excused Absences — Council Present: Mayor Boyle, Councilman Quinn, Councilman Gibbs,
Councilman Allen, Councilman Woliver and Councilman Hicks; Council Absent: Councilwoman Schultes and
Councilman Bone. Councilman Hicks made the motion to excuse the absence of both Councilmembers Schultes and
Bone. Motion was seconded by Councilman Woliver. For: All; Against:None. Motion carried 5 to 0.
3. Invocation-Councilman Allen gave the Invocation.
4. Pledge of Alle ig ance—All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the only time during the Council Meeting that a citizen can address the City Council. It is the opportunity for
visitors and guests to address the City Council on any issue to include agenda items. All visitors wishing to speak
must fill out the Sign-In Roster prior to the start of the meeting. City Council may not debate any non-agenda issue,
nor may any action be taken on any non-agenda issue at this time; however, City Council may present any factual
response to items brought up by citizens. (Attorney General Opinion—JC-0169) (Limit of three minutes each.) All
remarks shall be addressed to the Council as a body, and not to any individual member thereof. Public criticism of
the City Council or any action, policy program or service provided by the City is not prohibited. However, any
person making personal, impertinent, or slanderous remarks to individual members of the Council while addressing
the Council may be requested to leave the meeting. DUE TO THE GOVERNOR'S DECLARATION, WE
CANNOT HAVE MORE THAN 20 PEOPLE IN THE COUNCIL CHAMBERS DURING THIS MEETING.

The following individuals spoke at"Citizen to be Heard". Dick Hetzel spoke on the EDC and EDC Budget. He also
stated that he does not support a reduction in the tax rate. The City Secretary read an email sent in by Cindy
Spencer. Ms. Spencer spoke to both issues on the agenda. First the restructuring of the EDC and the budget for the
EDC. EDC has done a great job for the City and they want to have a joint meeting with council before making any
changes are made. On the budget Ms. Spencer stated that a comment was made that staff should give up any pay
raises since citizens were being impacted by the pandemic. She states that everyone has been impacted including
staff who has worked everyday during this pandemic. She also questioned the $10,000 to Schertz Senior Center
since it has been closed since March and not open to Cibolo citizens. Ms. Spencer also questioned the cutting of city
funds to the EDC.
6. Discussion/Action
A. Discussion/Consideration of the Proposed Economic Development Budget and its Structure for Fiscal Year
2020/2021.
Councilman Quinn made the motion that council reconstruct the CEDC where the ED staff will work for the City
Manager and the CEDC primary focus will be projects and they will have full control over their 2021 budget
with roughly $700,000 based on the memo by Mr. Herrera there may be a few changes with contract individuals.
Motion was seconded by Councilman Hicks with a change that the City Secretary will still be required to do both
the agenda and minutes of the CEDC. Before a vote was taken on this item Councilman Gibbs made a motion to
put together a workshop with a professional consultant that is knowledgeable about EDC logic and laws with
both Council and EDC in attendance to come up with appropriate structure and organization to move forward.
Motion was seconded by Councilman Woliver.
Mayor Boyle took a roll call vote on the first motion by Councilman Quinn. Councilman Quinn — Yes,
Councilman Gibbs — No, Councilman Hicks — Yes, Councilman Allen — Yes and Councilman Woliver—No.
Motion carried 3 to 2. No vote was needed on the second motion as the first motion carried.
B. Discussion/Consideration of the Proposed Operations Budget for Fiscal Year 2020/2021 and its Proposed Tax
Rate.
Councilman Quinn made the motion that Council do a one cent tax cut by using the reserve fund in order to fund
the one cent tax cut for FY2021. Motion was seconded by Councilman Hicks. Councilman Quinn — Yes,
Councilman Gibbs — Yes, Councilman Hicks — Yes, Councilman Allen—Yes and Councilman Woliver—Yes.
Motion carried 5 to 0.
7. Adjournment
Councilman Woliver made the motion to adjourn the meeting at 8:08 p.m. Motion was seconded by Councilman
Hicks. For:All;Against:None. Motion carried 5 to 0.
