MINUTES
DUE TO THE GOVERNORS DECLARATION WE CAN ONLY HAVE 25% OF THE OCCUPANCY
(20 INDIVIDUALS)WHILE STILL KEEPING THE SIX-FOOT DISTANCING REQUIRMENT IN THE
COUNCIL CHAMBERS DURING THIS MEETING. This meeting is livestreamed, and it can be viewed

1. Call to Order—Meeting was called to order by Mayor Boyle at 6:30 p.m.
2. Roll Call—Mayor Boyle,Councilwoman Schultes,Councilman Bone, Councilman Gibbs,Councilman Allen,
Councilman Woliver and Councilman Hicks; Council Absent: Councilman Quinn Staff Present: City Manager
Mr. Herrera, City Secretary Ms. Cimics, Finance Director Ms. Miranda, Police Chief Hugghins, Fire Chief
Troncoso, IT Director Mr. McDaniel, Planning & Engineering Mr. Klein, Public Works Director Mr. Fousse
and Interim Economic Development Director Ms. Lee.
3. Complete the General Fund Budget—Mr. Fousse went over the budget for the Street Department,Parks
Department and the Public Works Administrative Budgets.
4. Review Drainage/Utility Fund — Finance Director Ms. Miranda went over the Utility Fund to include:
Combined Utility Funds, Combined Utility Funds by expenditure category. Also reviewed at this time was
the Utility Revenues, Utility Billing Administration, Utility Operation (General), Utility Operation
(Wastewater), Utility Operations (Water) and Utility Non-departmental. Ms. Miranda also went over the
Drainage Utility Fund and the Drainage Utility Operations.
5. Review Capital Projects/Special Revenue Fund — Capital Project Funds was reviewed to include all projects
funded by General Obligation Bonds, Revenue Bonds and Certificate of Obligation. The purpose of each
fund and the status of each fund was reviewed and discussed. All Special Revenue Funds to include Public
Facility Corporation, Cibolofest, Court Technology, Court Security, Police Seizure Fund, Police Education
Fund,Police Special Fund,Child Safety Fund, Street Maintenance Fund and Impact Fee Funds. Each of these
funds were discussed and the purpose of each fund was given to council.
6. Review/Discussion on the 2020/2021 Proposed Budget
Council discussed these budget and staff was able to answer questions that they had pertaining to each fund.
Council did ask if rates could be increased in the Utility Fund. Ms. Miranda did state that they could.
Reflective crosswalks were discussed and ask if they could be covered by the Child Safety Fund. Fifty
percent of this fund is for crossing guard compensation each year and this would have to be paid before
anything else would be allowed. If money is available yes it could be used for this item. Council also
discussed setting up a utility meter replacement fund.

7. Adjournment—Mayor Boyle adjourned the meeting at 8:26 p.m.
