Call to Order—Mayor Boyle called the meeting to order at 6:30 p.m. 2. Roll Call and Excused Absences — Council Present: Mayor Boyle, Councilwoman Schultes, Councilman Quinn, Councilman Gibbs, Councilman , Councilman Allen, Woliver, Councilman Hicks and Councilman Bone (arrived at 6:55 p.m.); Staff Present: City Manager Mr. Herrera, City Secretary Ms. Cimics, Finance Director Ms. Miranda, Police Chief Hugghins, Fire Chief Troncoso, Public Works Mr. Fousse, Planning & Engineering Mr. Klein and ED Mr. Luft. 3. Discussion and direction to staff on Council Policies A. Procedures for Meetings(required by the City Charter) B. Appointments to Committees, Commissions, Boards and Corporations. This item was done after all other were completed. Council went over both policies and made the changes they wanted to see. The City Secretary will make the changes tomorrow and send a copy to council. Both policies will be placed on the June 23`d agenda for approval. 4. Discuss and review the Budget pertaining to revenues. Ms. Miranda went over the budget to include General Fund Revenues. Ms. Miranda briefed property tax, sales tax, mixed beverage tax, franchise fees, permit fees, animal services and court and alarm fees. Ms. Miranda also explained the General Fund Revenue estimates for the remainder of this year and projection for next year. 5. Discuss addressing a plan to improve and maintain current roads within the City.—See item 6. 6. Review Pavement Maintenance and Management Study. Item 5 and 6 were both done at the same time. Council discussed the roads that were presented to council for repair. There was some question on Green Valley Road. Council discussed possible fixing Cibolo Valley Road with that money and possible a bond to complete it. Council continued to discuss Cibolo Valley Drive and other roads that need repair. Councilman Woliver presented a spreadsheet that described a solution and proposed project list of roads that would include at least two to three more roads with the same amount of budgeted roads than briefed at the June 12, 2020 regular Council meeting. Council did not object to the proposed solution, however Council decided that each Councilmember would send to the City Secretary their top five roads they would like to see fixed and at a later meeting Council will have a further discussion. Mr. Quiroga arrived and briefed the Council on current interest rate environment with U.S. Treasury Market and a ten-year history of bond buyer of both General Obligation and Revenue Bonds. He went over the City of Cibolo's existing debt for both General Obligation Bonds and Utility System Bonds. Council had a discussion on GO Bonds, C of O's, Tax Notes and Revenue Bonds. He went over payment options for Tax Notes and Certificates of Obligations. Mr. Quiroga will be at the council meeting in July to give council options on a possible bond. Council will wait until after the July Council Meeting on any possible changes to the Pavement Management Plan. 7. Adjournment— Councilman Woliver made the motion to adjourn the Workshop at 9:39 p.m. Motion was seconded by Councilman Quinn. For: All; Against: None. Motion carried 7 to 0.
