Min CC 11/19/2019 - Town Hall Meeting of C,s \ O V � O 'City of Choke Council/Staff Town Hall Meeting Noble Group Event Center 205 South Main Street November 19,2019 6:30 to 8:30 p.m. Minutes 1. Called to Order—Meeting was called to order at 6:30 p.m. 2. Roll Call—Council Present: Mayor Boyle, Councilwoman Schultz,Councilman Quinn, Councilman Bone, Councilman Gibbs,Councilman Allen and Councilman Hicks: Council Absent: Councilman Woliver 3. Welcome, introductions and opening comments—Mayor Boyle welcome everyone to the Town Hall Meeting. 4. General overview of Cibolo's growth and development. Mr. Herrera the City Manager briefed those in attendance on the Cibolo population from 2010 to 2035. He informed the audience that Cibolo's population increased by 64%between 2010 and 2020. The City continues to grow at approximately 94 citizens a month. There was 3,544 new home permits from 2010 to 2019. Mr. Herrera also briefly went over the sales tax revenues from 2008 and the new businesses from 2010 to 2019 5. Receive information on CBD(cannabidiol)products sales within Cibolo and how this is viewed by law enforcement agencies. This item was requested by the City Council at the September 101 Regular Council Meeting. Cibolo Police Chief Bryan Hugghins spoke on CBD and the law—what is legal and what is not. He explained what CBD is and the House Bill 1325 signed into law by Governor Abbott. Chief Hugghins explained the CBD oil that contains no more than 0.3%THC makes it legal to possess. The problem is how does a police officer verifies that the CBD product a person has in their possession has no more than 0.3%THC. Marijuana possession is still illegal in Texas and if found in your possession you will be arrested in Cibolo and Guadalupe County. Chief Hugghins should slides with hemp plants and marijuana plants and ask the audience to select the one they believed was a hemp plant. Most people in the audience were unable to choose the right plant. This shows just how hard it is for a police officer making a stop to determine is a product was legal or illegal. The new law has not made it any easier as the test kit officer use determines only if there is a presence of THC not the amount. Results are sent to Austin for definitive results. Cibolo will handle each circumstance on a case by case basis taking the totality of the circumstances into consideration to determine the best course of action. Donnovan Jackson talked about the wonders of CBD. He briefly went over what CBD is and what Homeostasis is. Dr.Jackson spoke on ways to boost your system and ways to stimulate and support your endocannabinoid system naturally. Dr.Jackson stated that CBD possess therapeutic effects for arthritis,chronic pain,multiple sclerosis, schizophrenia, depression,post-traumatic stress disorder, epilepsy,Alzheimer's disease, Parkinson's disease and even cancer. The definition of homeostasis was explained as any process or reaction that our body utilizes to actively maintain a constant internal environment. Dr.Jackson also stated that it's becoming increasingly clear that stimulating and supporting your endocannabinoid system is another way to improve your brain and mental health.It was explained that the body creates its own cannabinoids and these naturally occurring cannabinoids bind to cannabinoid receptors within the body and brain. Together,they make up the endocannabinoid system which influence your appetite,pain, inflammation, sleep,stress responses,mood, memory,motivation,etc.Dr.Jackson talked about the two main cannabinoid receptors and what they do.The benefits of stimulating and supporting your endocannabinoid system was briefed. Some of the advantages of CBD were given—less stress,deeper sleep,fewer headaches and migraines,better concentration, improved mood and reduced inflammation. Both Dr.Jackson and Chief Hugghins took questions from those that attended the Town Hall Meeting. 6. Citizen comments.—No other comments from the audience. 7.
