Minutes
1. Call to Order—Meeting was called to order by Mayor Boyle at 6:32 pm.
2. Roll Call—Council Present: Council Members: Schultes,Garrett,Gibbs,Allen,Woliver and Hicks;Council Absent:
Councilman Byrd; Staff Present: City Manager Mr.Herrera,City Secretary Ms.Cimics and IT Director Mr.McDaniel.
Mayor Boyle ask for everyone to stand and recited the Pledge of Allegiance. Pastor Minton gave the invocation.
3. Citizens to be Heard
This is the only time during the Council Meeting that a citizen can address the City Council. It is the opportunity
for visitors and guests to address the City Council on any issue to include agenda items. All visitors wishing to
speak must fill out the Sign-In Roster prior to.the start of the meeting. City Council may not debate any non-
agenda issue, nor may any action be taken on any non-agenda issue at this time, however, City Council may
present any factual response to items brought up by citizens. (Attorney General Opinion — JC-0169) (Limit of
three minutes each.) All remarks shall be addressed to the Council as a body, and not to any individual member
thereof. Public criticism of the City Council or any action, policy program or service provided by the City is not
prohibited. However, any person making personal, impertinent, or slanderous remarks to individual members of
the Council while addressing the Council may be requested to leave the meeting.
Mr. Jay Hogue that both Councilman Garrett and Councilman Byrd for the great job they did on council. He
congratulated the new members and stated that they have hard shoes to fill. He thank all the council for what they
do for the city and thanked them for the time he served with them. He stated that as a councilmember you don't
always have to agree but you need to do what is best for the city. He wished them all luck and best wishes to the
City of Cibolo.
4. Certification/Canvassing of the November 5,2019 Election.
Ms.Cimics read off the official results from the Guadalupe County Elections Administrator—

5. Approval/Disapproval of an Ordinance of the City of Cibolo canvassing the returns and declaring the results of a
general election.
Councilman Hicks made the motion to approve an Ordinance of the City of Cibolo canvassing the returns and
declaring the results of a general election.Motion was seconded by Councilwoman Schultes. For: All;Against:
None. Motion carried 6 to 0.
6. Ceremonial
A. Oath of Office for newly elected council.
The City Secretary gave the Oath of Office to Mayor Boyle, Councilman Quinn, Councilman Bone and
Councilman Hicks.
7. Adjournment—Councilman Woliver made the motion to adjourn the meeting at 6:48 pm. Motion was seconded
by Councilman Hicks. For: All;Against:None. Motion carried 7 to 0.
