1. Call to Order-Mayor Sutton called the meeting to order at 7:02 P.M.

Councilman Kelly led the Pledge of Allegiance
5. Citizens to be Heard-This is the opportunity for visitors and guests to address the City Council on any issue. City Council may
not discuss any non-agenda issue,nor may any action be taken on any non-agenda issue at this time(Attorney General Opinion-
JC-0169)(limit of three minutes each).

6. Public Hearing
A. Conduct a public hearing regarding the recommendation from the Planning and Zoning Commission on the consideration of the
zoning to R-2 on a single tract of land. Said tract of land being 62.4139 acre tract of land out of a 74.0969 acre tract recorded in
Volume 45,Page 70 of the Deed Records of Guadalupe County,Texas,situated in the James W. Gray Survey No. 255, Abstract
194, City of Cibolo, Guadalupe County, Texas, and being generally located on the north side of Green Valley Road and being
approximately 4,000 feet east of FM 1103.
Mayor Sutton called the Public Hearing to order and ask if any citizen wanted to speak. No citizen spoke but Howard Motch from
the Planning and Zoning Commission did inform Council that several citizens during the P&Z hearing on the zoning did express
concern over the water towers and why Green Valley and Cibolo could not share one tower. City Manager, Todd Parton briefed
Council on the zoning.There were no other questions and the Mayor closed the Public Hearing.
B. Conduct a public hearing regarding the recommendation from the Planning and Zoning Commission on the consideration of the
zoning to R-3 on a single tract of land. Said tract of land comprising 20.384 acres and being comprised of a 15.834 acre tract of
land recorded in Volume 570,Page 527 of the Deed Records of Guadalupe County,Texas,and a 5.0 acre tract out of a 21.188 acre
tract of land recorded in Volume 414, Page 323 of the Deed Records of Guadalupe Countli, Texas, situated in the Sexto
Dominguez Survey No. 152,Abstract 110, City of Cibolo, Guadalupe County, Texas, and being generally located oil the east side
of F.M. 1103 and being approximately 2,000 feet north of Weil Road.
Mayor Sutton opened the Public Hearing, open the meeting for citizens to be heard. No citizen had signed up to speak or made a
request to speak. Councilman Kelly did ask for clarification on the exact location of the property. Todd Parton, City Manager did
show on map the location and stated that the zoning was consistent with the Master Plan. Mayor Sutton closed the Public Hearing.
C. Conduct a public hearing regarding the recommendation from the Planning and Zoning Commission of the consideration of
the re-zoning from C-1 to C-1R on a single tract of land. Said tract of land comprising 1.516 acres and being platted as Lot 1,
Block 1 of the Wall'-=!Ret?!!l Center Subdivision, City of Cibolo,Guadalupe County,Texas,and being generally located on the
south side of Cibolo Valley Drive and being approximately 150 feet north of Green Valley Road.
Mayor Sutton opened the Public Hearing and gave an opportunity for citizens to be heard on the issue. There were no citizens
that spoke on the issue. Councilman Kelly made a statement that this zoning according to the City's Zoning Ordinance was more
restricted than their present zoning requirement. Todd Parton briefed Council on the zoning and that the owner of this property
was looking at building a Child Care Center with an outdoor play area. This zoning request is consistent with the City's Master
Plan. Mayor Sutton closed the Public Hearing.
D. Conduct a public hearing regarding the recommendation from the Planning and Zoning Commission of the consideration of
the zoning from C1-R to C2-R on a single tract of land. Said tracts of land being a 2.066 acre(90,003 sq ft.)tract-out of a 58.2
acre tract recorded in Volume 958, Page 65, of the Deed Records of Guadalupe County, Texas, situated in the Trinidad Garcia
Survey No.94,Patent No.301,Abstract 137,City of Cibolo,Guadalupe County,Texas,and being generally located on the north
side of FM 1103 and being approximately 250 feet east of Main Street.
Mayor Sutton opened the Public Hearing and gave the opportunity for citizens to be heard. City Manager gave a brief update on
the zoning and stated that the zoning was consistent with the City's MasterPlan. Mayor Sutton closed the Public Hearing.
E. Conduct a public hearing regarding the recommendation from the Planning and Zoning Commission of the consideration of
an amendment to the City of Cibolo Zoning Ordinance No. 609, Chapter 14 General Provisions &Exceptions;Use,Height and
Area Regulations by adding Paragraph M.,Special Exceptions.
Mayor Sutton opened the Public Hearing and asks if any citizens wanted to address the Council on this item, no citizens
requested to speak. City Manager,Todd Parton briefed Council on the provisions and stated that it did not lower or water down
the current standards,this amendment would allow alternative designs to be brought forward for possible approval. Councilman
Kelly made a statement that he thought that the terminology would allow the City to address exceptions to the Design Standards
on a case by case basis without compromising or diluting the intent of the standard. There being no other comments Mayor
Sutton closed the Public Hearing.
7. Adjournment
Councilman Campbell moved to adjourn the meeting at 7:15 P.M.,seconded by Councilman Kelly. For: All;Against: None.
