1. Call to Order—Mayor Pro Tem Castro called the meeting to order at 7:02 P.M.

Councilman Ramcharan led the Pledge of Allegiance
s Citizens to be Heard—This is the opportimity for visitors gnd uests to address the City Council on any issue. City Council may
not discuss any non-agenda issue,nor may any action be taken on any non-agenda issue at this time(Attorney General Opinion—
JC-0169)(limit of three minutes each).
All citizens signed up to be heard which to speak during the Public Hearing.
6. Public Hearin
A. Conduct a public hearing regarding the proposed annexation of the property generally located at the intersection of the north
right of way line of the Union Pacific Railroad and the existing east City limit line of the City of Cibolo,Guadalupe County,Texas.
Mayor Pro Tem Castro opened the public hearing at 7:05 P.M. and asked if any one would like to speak on the proposed
annexation.
Mr.Jim Twenter of 502 Country Lane spoke wishing to have his property pulled from involuntary annexation and at a later date he
would bring it back as voluntary. He was concern about his property appraisal and the F.M. 1103 expansion if he was annexed into
the City.
Mr. Any Hostetler Pastor of the Discovery Church which is subject to the involuntary annexation spoke about his concern with
restrictions that might be placed on his church tent if annexed into the City.
Ms. Kelly Wildman Vice President of Mr. W. Fireworks spoke to Council asking for a grandfathering"grace-period" exemption
from the enforcement of the prohibition of fireworks sales within the annexed area so Mr.W could continue to sell fireworks on the
property for a period not to exceed ten years.
There being no other individuals wishing to speak on the subject Mayor Pro Tem Castro closed the public hearing at 7:21 P.M.
7. Adjournment
Councilman Winn moved to adjourn the meeting at 7:22 P.M., seconded by Councilman Ramcharan. For: Council Members:
Castro,Ramcharan,Winn&Davis;Against: None. Motion carried 4 to 0.
