1. Call to Order Meeting was called to order by Mayor Hartman at 7:43 p.m.

This is the opportunity for visitors and guests to address the City Council on any issue. City Council may
not debate any non-agenda issue, nor may any action be taken on any non-agenda issue at this time
however City Council may present any factual response to items brought up by citizens. (Attorney
General Opinion—JC-0169) (Limit of three minutes each).
No citizens to be heard.
6. Discussion/Action
A. Discussion/Action regarding the 20 proposed Charter amendments submitted by the Cibolo Charter
Review Committee to the City Council on August 28,2007, and the time-frame to call for an election
on these amendments for November 6,2007.
Councilman Hicks moved to table the item indefinitely. Motion was seconded by Councilman Krasnai.
For: Council Members: Hetzel, Hicks, Davis, Winn, Owens, Krasnai and Royal; Against: None. Motion
carried 7 to 0.
B. Discussion/Action on an Ordinance Ordering a Special Municipal Election to be held on Tuesday,
November 6, 2007, for the purpose of amending the Charter for the City of Cibolo related to:
limiting the use of eminent domain for public purpose only; changing the expiration date of the term
of office for Councilmember Place 6 and Place 7; change the quorum requirement to majority for
Council appointment; provide for Council appointment and removal of the City Treasurer, Engineer,
and Police Chief; require the appointment of an evaluation commission to evaluate the City Manager
and make recommendations to the City Council;provide for Council evaluation of the City Treasurer,
Engineer and Police Chief; require a minimum of two (2)polling places for early voting and election
day voting; change the minimum age of candidates to run for city office to 18; remove certain
restrictions on initiative and referendum; remove money, tax and utility rate restrictions on
referendum; require that a change to a voter-approved referendum would require another voter
petition to repeal or amend; require that citizens may address any items in the budget at a public
budget hearing; provide that the Council may declare an emergency and amend the budget; require
that revenue bonds be approved at an election; provide that any new form of taxation must be
approved by the voters; provide specific language in the Charter that the Charter is a grant of powers
approved by the voters; rewrite Article XIII to remove obsolete transitional provisions; provide that
nominations for appointment are not exempt from nepotism; provide that .any fines for Charter
violations be adjudicated by a Municipal Court Judge; and provide that contracts voided by a City
Manager may be reinstated by the Council only; all 20 items as requested by the City Council Charter
review committee.
Councilman Winn moved to disapprove an ordinance ordering a Special Municipal Election to be held in
November 2007 for the purpose of amending the Charter for the City of Cibolo. Motion was seconded by
Councilman Hicks. For: Council Members: Hetzel, Hicks, Davis, Winn, Owens, Krasnai and Royal;
Against:None. Motion carried 7 to 0.
C. Discussion/Action on the crosswalk and stop sign at Deer Creek and Deer Meadow.

7. Adjournment
Councilman Hicks moved to adjourn the meeting at 7:46 p.m. Motion was seconded by Councilwoman
Davis. For: Council Members: Royal,Krasnai, Owens,Winn,Davis,Hicks and Hetzel. Motion carried 7
to 0.
