MINUTES
1. Call to Order-Meeting was called to order by Mayor Pro-Tem Mark Winn at 6:32 P.M.

3. Invocation- Councilman Owens gave the invocation.
4. Pledize of Allegiance -The Pledge of Allegiance was led by Councilman Winn.
5. Citizens to be Heard — This is the opportunity for visitors and guests to address the City Council on any
issue. City Council may not discuss any non-agenda issue, nor may any action be taken on any non-agenda
issue at this however City Council may present any factual response to items brought up by citizens.
No citizens to be heard.
6. Public Hearing
A.Conduct a public hearing regarding the proposed annexation of the properties described below:
A2007-002 — All properties located in the City of Cibolo's Extraterritorial Jurisdiction (ETJ) generally
located east of Cibolo Valley Drive, south of the existing Willowbridge II and Springtree, Unit 5
subdivisions, and north of Green Valley Road containing 64.27 acres.
Mayor Pro-Tem Winn opened the Public Hearing at 6:36 P.M. Nancy McBeth, Community Development
read the Service Plan into the record. Wade Hawkins from the Schertz, Cibolo, Universal City Independent
School District spoke in opposition of the annexation. No other citizens or council spoke and Mayor Pro-
Tem Winn closed the Public Hearing at 6:40 P.M.
A2007-003 — All properties located in the City of Cibolo's Extraterritorial Jurisdiction (ETJ) generally
located south of Schaefer Road, east of Cibolo Creek, north of Lower Seguin Road, and west of Haeckerville
Road containing 1,167.43 acres.
Public Hearing was opened by Mayor Pro-Tem Winn at 6:40 P.M. Kevin Joler and Pat Real both had a few
questions on the annexation. Questions were answered by staff and council. Service Plan was read into the
record.No other citizens or council had questions and the Public Hearing was closed at 6:49 P.M.
7. Adjournment
Councilman Krasnai moved to adjourn the meeting at 6:50 P.M. Motion was seconded by Councilman
Hicks. For: Council Members: Pedde, Krasnai, Owens, Davis, Hicks and Hetzel; Against: None. Motion
carried 6 to 0.
