Main Street, Cibolo TX 78108 September 11, 2019 6:30 PM MINUTES Call to Order — Meeting was called to order at 6:30 pm by Chairman Mr. Dufresne 2. Roll Call and Excused Absences — Members Present: Mr. Dufresne, Ms. Spencer, Mr. Benson, Mr. Hicks, Ms. Hale, Mr. Frias, Ms. Latimer and Ms. Delgado; Staff Present: Mr•. Klein, Ms. Gonzalez, Mr. Dale and Ms. Cimics. Invocation / Moment of Silence — Chairman Mr. Dufresne requested a Moment of Silence. 4. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance. Citizens to be Heard This is the only time during the Planning and Zoning Commission meeting that a citizen can address the Planning and Zoning Commission. It is the opportunity for visitors and guests to address the Commission on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. Planning and Zoning Commission may not debate any non - agenda issue, nor may any action be taken on any non -agenda issue at this time however the Planning and Zoning Commission may present any factual response to items brought up by citizens. (Attorney General Opinion — JC 0169) (Limit of three minutes each). All remarks shall be addressed to the Commission as a body, and not to any individual member thereof. Public criticism of the Commission or any action, policy program or service provided by the City is not prohibited. However, any person making personal, impertinent, or slanderous remarks to individual members of the Commission while addressing the Commission may be requested to leave the meeting. The following individuals spoke during Citizens to be Heard: Mr. Buck Benson representing the Scenic Ridge Subdivision spoke to the commission on the conditions that have been placed on the plat. 6. Consent Agenda A. Approval of the minutes from August 14, 2019. Ms. Hale made the motion to approve the consent agenda. Motion was seconded by Mr. Benson. For: All; Against: None. Motion carried 6 to 0. 7. Public Hearings A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding an appeal to the Unified Development Code Section 8.3.2.13— Building Colors, for property located at 112 Gulf Street. Ms. Gonzalez explained this item to the Planning and Zoning Commission. Mr. Dufresne opened the public hearing at 6:38 pm. Alligator Dental also spoke to the P&Z on this item. Mr. Dufresne closed the public hearing at 6:40 pm. 8. Discussion/Action Items A. Discussion/Action regarding an appeal to the Unified Development Code Section 8.3.2.B — Building Colors, for property located at 112 Gulf Street. Mr. Benson made the motion to deny the appeal to the Unified Development Code Section 8.3.2.13 — Building Colors, for property located at 112 Gulf Street. Motion was seconded by Ms. Hale. For: Mr. Benson, Mr. Hicks and Ms. Hale; Against the Deny: Ms. Latimer and Mr. Frias. Ms. Spencer did not vote. Motion carried to deny the appeal 3 to 2. B. Discussion/Action regarding the Preliminary /Final Plat of Old School House/City Hall Annex. Ms. Hale made the motion to approve the Preliminary /Final Plat of Old School House/City Hall Annex. Motion was seconded by Ms. Spencer. For: All; Against: None. Motion carried 6 to 0. C. Discussion/Presentation for Staff/Commissioner packet distribution via SharePoint. Kris McDaniel the IT Director gave a presentation on members receiving their packets for the Planning and Zoning meeting via SharePoint. 9. UDC, CIP, Master Plan and Staff Updates — Ms. Gonzalez briefed that the UDC Committee will be meeting on September 17"'. Staff updates were available in everyone's packet for review. 10. Items for future agendas — Not at this time. 11. Adiournment — MS. Hale made the motion to adjourn at 7:24 pm. Motion was seconded by Ms. Spencer. For: All; Against: None. Motion carried 6 to 0.
