1. Call to Order — Meeting was called to order by Mayor Pro -tem Gibbs at 6:30 p.m.
2. Roll Call and Excused Absences — Members Present: Council Members: Schultes, Garrett, Byrd, Gibbs, Allen, Woliver and
Hicks; Absent: Mayor Boyle, Councilman Hicks made the motion to excuse the absence of Mayor Boyle. Motion was seconded
by Councilman Allen. For: All; Against: None. Motion carried 7 to 0.
3. Invocation — Invocation was given by Councilman Byrd.
4. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance.
5. Public Hearings
A. City of Cibolo City Council will conduct a Public Hearing to hear public testimony concerning the proposed tax rate for
2019.
Finance Director Ms. Miranda briefed the item to council. Mayor Pro -tem Gibbs opened the public hearing at 6:45 p.m.
The following individuals spoke: Jim Twenter stated that council increase taxes last year 4.2% and now you want to raise
taxes another 5.8%. The city has raised taxes 32% since 2008. Ms. Latimer stated that she felt there was no oversight. She
also stated that you are increasing tax with no increase in service. The public hearing was closed at 6:52 p.m.
B. The City of Cibolo City Council will conduct a Public Hearing to hear public testimony regarding the proposed budget for
FY 2019/2020.
Ms. Miranda briefed the council on the proposed budget. Mayor Pro -tem Gibbs opened the public hearing at 7:10 p.m. The
following individuals spoke: Jim Twenter was concerned on why the budget would be approved at the same time as the tax
rate. He questioned the type of tax benefits we are giving to businesses. Cindy Spencer questioned how much city council
participates in the budget process as one meeting on the budget had to be cancelled for lack of a quorum. She mentioned a
guide that Fort Worth put out to help the citizens understand the budget process. Ms. Spencer stated that the enrichment
foundation is nice but not something necessary at this time. Kara Latimer stated that the city went to single member districts
in 2013 and notice that we have money in the budget for a demographer. She suggested that money be set aside each year
for something like this instead of a large amount of money needed at one time. Ms. Latimer also questioned the increase in
staff and wonder if it was really needed. Paul Buell stated that he does not like taxes to be raised but sometimes we need to.
He felt cell phones for council would be a foolish purchase. Public hearing was closed at 7:20 p.m.
6. Adioumment
Councilman Allen motion to adjourn the meeting at 7:20 p.m. Motion was seconded by Councilwoman Schultes. For: All;
Against: None. Motion carried 7 to 0.
