MINUTES
1. Call to Order —Workshop was called to order at 6:35 p.m.
2. Roll Call and Excused Absences — Council Present: Mayor Boyle, Councilwoman Schultes, Councilman Byrd,
Councilman Gibbs, Councilman Allen, Councilman Woliver and Councilman Hicks; Council Absent:
Councilman Garrett, Council Gibbs made the motion to excuse the absence of Councilman Garrett. Motion was
seconded by Councilman Byrd. For: All; Against: None. Motion carried 6 to 0. Staff Present: City Manager Mr.
Herrera, City Secretary Ms. Cimics, Finance Director, Planning & Engineering Director Mr. Klein and Public
Works Director Mr. Fousse.
3. Invocation—Invocation was given by Councilman Gibbs.
4. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance.
5. Discussion
A. Discuss and receive a draft report from staff concerning a pavement management study performed by
Lockwood, Andrews & Newman, Inc.
Justin Murray and Ralph Condra from Lockwood, Andrews & Newnam, Inc. gave a presentation on the
Pavement Management Plan for the City of Cibolo. They went over Goals & Objectives to include long-term
strategic plan. They talk about prioritizing funds and street segments along with good housekeeping,
maintenance practices. They coved data and data collection to include identifying streets, estimating lane miles
and sending GIS maps to Fugro. They went over methodology the pavement condition index (PCI) which is
an indication of expected pavement life. They covered area cracking all the way to shoulder drop-off.
B. Discussion concerning the selection of proposed Capital Improvement Projects and their ranking.
Mr. Klein went over the CIP charts that Citizens CIP Advisory Committee identify and prioritize capital
improvements projects necessary for the continued growth and development of the City of Cibolo. Council
did have a few questions on why a few items were moved from one year to another. The committee report will
be on the August 13' Council Agenda for approval
C. Discuss and direction to staff on the placement of General Obligations bonds on the November 2019 General
Election.
Councilman Allen stated he would like to have a bond placed before the voters to repair Dean Road from
Green Valley Road to Old Wiederstein Road and Green Valley Road from Dean Road to Cibolo Valley
Elementary School. Councilman Gibbs stated he did not see a bond issue for this year's election. None of the
other councilmembers spoke on this subject. Councilman Allen stated he would right something up and have
it to the City Secretary to add to the August 13' agenda.
6. Adiournment
Councilman Hicks made the motion to adjourn the Workshop at 8:15 p.m. Motion was seconded by Councilman
Woliver. For: All; Against: None. Motion carried 6 to 0.
