1. Call to Order — Meeting called to order by Mr. Dufresne at 6:32 p.m.
2. Roll Call and Excused Absences — Members Present: Mr. Dufresne, Mr. Benson, Ms. Spencer, Ms.
Delgado, Ms. Hale, Mr. Frias, and Ms. Latimer
3. Invocation / Moment of Silence - Mr. Dufresne ask for a Moment of Silence.
4. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance.
Citizens to be Heard
This is the only time during the Planning and Zoning Commission meeting that a citizen can address the
Planning and Zoning Commission. It is the opportunity for visitors and guests to address the
Commission on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In
Roster prior to the start of the meeting. Planning and Zoning Commission may not debate any non -
agenda issue, nor may any action be taken on any non -agenda issue at this time however the Planning
and Zoning Commission may present any factual response to items brought up by citizens. (Attorney
General Opinion — JC 0169) (Limit of three minutes each). All remarks shall be addressed to the
Commission as a body, and not to any individual member thereof. Any person malting personal,
impertinent, or slanderous remarks while addressing the Commission may be requested to leave the
meeting.
No individuals signed up to be heard.
6. Consent Agenda
A. Approval of the minutes from July 10, 2019.
Mr. Frias made the motion to approve the consent agenda. Motion was seconded by Ms. Hale. For:
All; Against: None. Motion carried 6 to 0.
7. Public Hearings
A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public
testimony regarding an appeal to the Unified Development Code Section 8.3.2.13— Building Colors,
for property located at 112 Gulf Street.
This public hearing was postponed until the meeting in September.
B. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public
testimony regarding a variance request to allow the placement of two (2) monument signs within
500 feet of each other and within a joint -use utility easement for certain real properties located at
646 FM 78 West.
This item was briefed by Assistant City Planner Mr. Dale. Mr. Dufresne opened the public hearing
at 6:38 p.m. Judy Parker wanted to know who the notices were sent to and when they were sent.
Mr. Dufresne closed the public hearing at 6:40 p.m.
8. Discussion/Action Items
A. Discussion/Action regarding an appeal to the Unified Development Code Section 8.3.2.B —
Building Colors, for property located at 112 Gulf Street.

B. Discussion/Action regarding a variance request to allow the placement of two (2) monument signs
within 500 feet of each other and within a joint -use utility easement for certain real properties
located at 646 FM 78 West.
Ms. Hale made the motion to approve a variance request to allow the placement of two (2) monument
signs within 500 feet of each other and within a joint -use utility easement for certain real properties
located at 646 FM 78 West. Motion was seconded by Ms. Spencer. For: All; Against: None.
Motion carried 6 to 0.
C. Discussion/Action regarding the Preliminary Plat of Cibolo Ridge Subdivision, located within the
City's Extra -Territorial Jurisdiction.
Ms. Hale made the motion to approve the Preliminary Plat of Cibolo Ridge Subdivision, located
within the City's Extra -Territorial Jurisdiction with the following conditions: 1) Signed Utility
Service Agreement for water and sewer per GVSUD. 2) Secure GVSUD CCN to serve area and
secure all applicable drainage and utility easements needed. 3) Provide details for pump and haul
agreement as well as details involving permanent sewer solutions. Final Plat will not be accepted
without the above items being addressed. Motion was seconded by Ms. Spencer. For: Mr. Benson,
Ms. Latimer, Ms. Delgado, Ms. Hale, and Ms. Latimer; Against: Mr. Frias. Motion carried 5 to 1.
D. Discussion on the City Council requested UDC amendment regarding the modification of homes
per acre on SF -5 and SF -6 Single -Family (SF) residential districts.
The commission discussed this item and all agreed that the UDC will be meeting soon and it is an item that
they can bring up during their meeting. No action was taken by the Planning & Zoning Commission at this
time.
9. UDC CIP Master Plan and Staff Updates
Ms. Gonzalez briefed that the UDC will begin meeting on September 17th. The City Council approved
the CIP on August 13th. Staff updates will be sent to the commissioners by Ms. Gonzalez tomorrow for
their review.

11. Adjournment — Ms. Hale made the motion to adjourn the meeting at 8:10 p.m. Motion was seconded by
Mr. Frias. For: All; Against: None. Motion carried 6 to 0.
