Main Street, Cibolo TX 78108 May 8, 2019 6:30 PM MINUTES Call to Order — Meeting was called to order by Chairman Ms. Hale at 6:31 p.m. 2. Roll Call and Excused Absences —Members Present: Ms. Hale, Mr. Dufresne, Mr. Frias, Ms. Latimer, Mr. Benson, Ms. Spencer, Ms. Delgado and Mr. Hicks; Staff Present: Mr. Klein, Ms. Gonzalez, Ms. Cimies and Mr. Dale. Invocation / Moment of Silence - Ms. Hale ask for a Moment of Silence. 4. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance Citizens to be Heard This is the only time during the Planning and Zoning Commission meeting that a citizen can address the Planning and Zoning Commission. It is the opportunity for visitors and guests to address the Commission on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. Planning and Zoning Commission may not debate any non - agenda issue, nor may any action be taken on any non -agenda issue at this time however the Planning and Zoning Commission may present any factual response to items brought up by citizens. (Attorney General Opinion — JC 0169) (Limit of three minutes each). All remarks shall be addressed to the Commission as a body, and not to any individual member thereof. Any person malting personal, impertinent, or slanderous remarks while addressing the Commission may be requested to leave the meeting. Mr. Cruse wanted to know what they were going to do with the 159 acres on South Santa Clara Rd. 6. Oath of Office for Planning & Zoning Commission Member Councilman Woliver gave the Oath of Office to Planning & Zoning Commissioner Ms. Delgado. 7. Consent Agenda A. Approval of the minutes from April 10, 2019. Mr. Frias made the motion to approve the consent agenda. Motion was seconded by Mr. Dufresne. For: All; Against: None. Motion carried 7 to 0. 8. Public Hearings A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony concerning the voluntary annexation of 159.534 acres located at 3453 South Santa Clara Road. All described property is located in the City of Cibolo Extraterritorial Jurisdiction (ETJ) and is adjacent to the City of Cibolo. Ms. Gonzalez from the Planning Department briefed this item to the Planning & Zoning Commission. Chairman Ms. Hale opened the public hearing at 6:44 p.m. No citizens wish to speak any Ms. Hale closed the public hearing at 6:44 p.m. B. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding assignment of permanent zoning from the Agricultural (AG) district to the Light Industrial (I-1) district for 159.534 acres located at 3453 South Santa Clara Road that may be annexed into Cibolo. Ms. Gonzalez briefed the commission on this item. Representing the applicant Gerri Lawing and Jeff Tundra were there to answer questions. Ms. Hale opened the public hearing at 6:51 p.m. Mr. Cruse ask what the property was going to be used for. Mr. Krebs was concerned about drainage near 11-1 10. Public hearing was closed by Ms. Hale at 6:53 p.m. C. Main Street, north of Schaeffer Road and east of Cibolo Creek. Mr. Dale briefed this item to the Planning & Zoning Commission. Chairman Ms. Hale opened the public hearing at 6:58 p.m. No citizens signup nor did anyone wish to speak on this item. Ms. Hale closed the public hearing at 6:59 p.m. Discussion/Action Items A. Discussion/Action regarding the Preliminary/Final Plat of GVDC Cibolo Business Park. Mr. Dufresne made the motion to approve the Preliminary/Final Plat of GVDC Cibolo Business Park. Motion was seconded by Mr. Benson. For: All; Against: None. Motion carried 7 to 0. E. Discussion/Action regarding the Final Plat of Steele Creek Subdivision Unit 1 and Update to the Master Plan. Ms. Spencer made the motion to approve the Final Plat of Steele Creek Subdivision Unit 1 and Update to the Master Plan. Motion was seconded by Mr. Dufresne. For: All; Against: None. Motion carried 7 to 0. F. Discussion/Action regarding the Final Plat of Red River Ranch Subdivision Unit 5. Mr. Dufresne made the motion to approve the Final Plat of Red River Ranch Subdivision Unit 5. Motion was seconded by Mr. Frias. For: All; Against: None. Motion carried 7 to 0. G. Discussion/Action regarding the Final Plat of The Quarters Subdivision. Mr. Dufresne made the motion to approve the Final Plat of The Quarters Subdivision. Motion was seconded by Ms. Spencer. For: All; Against: None. Motion carried 7 to 0. H. Discussion/Action regarding the Final Plat of Mott Commercial Subdivision. Mr. Dufresne made the motion to approve the Final Plat of Mott Commercial Subdivision. Motion was seconded by Mr. Benson. For: All; Against: None. Motion carried 7 to 0. I. Discussion on the City Council requested UDC amendment regarding the modification of homes per acre on SF -5 and SF -6 Single -Family (SF) residential districts. The commission agreed that this item should be reviewed by the UDC Committee. Discussion and Direction to Staff regarding an update to the 2016 Comprehensive Plan on post- adoption actions implemented by the City. Planning & Zoning Commission will require a formal recommendation to the City Council. Ms. Gonzalez will work on a letter with Chairman Ms. Hale and send it out for everyone to review. If changes are needed please respond back to only Ms. Gonzalez. 10. UDC, CIP, Master Plan and Staff Updates Ms. Gonzalez briefed the commission that the UDC should be starting sometime in June or July timeframe. The CIP is still being updated and will be sent out and reviewed when received. All updates for the Planning and Permit Department were available in your packet. 11. Items for future agendas The commission would like to discuss Impact Fees. Elections for Chairman and Vice Chairman will be on the next agenda. 12.
